- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the National Capitol Acquisition Division (NCAD) Simplified Acquisition Branch on the behalf of the National Ocean Service (NOS), specifically the Coast Survey Development Lab intends to negotiate on a sole source basis with OceanServer Technology, Inc. using the procedures in FAR Parts 6 and 13. The Coast Survey Development Lab O-OPS currently owns an OceanServer IVER2 Autonomous Underwater Vehicle (AUV) (Serial Number 00102) and has a requirement to procure modifications to the Government -Owned AUV which includes the following: 1. Installation and integration of Iridium satellite communications into the AUV and mission planning computer; 2. Installation and integration of underwater acoustic communications into the AUV and mission planning computer. Delivery of the modified AUV must be no later than 120 days after receipt of the order and NOAA's OceanServer IVER2 AUV. OceanServer Technology, Inc. is the only party known to NOAA who can meet these requirements since it is the manufacturer of the IVER2 AUV and sole provider of the required modifications. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a Small Business Size Standard of 750 Employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NCAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by August 2, 2011 at 11:00 am local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NCNJ10000-11-03311 for this requirement.
