- draft PWS dated 14 July 2011 SOURCES SOUGHT SYNOPSIS Brief description: Sources Sought for Atmospheric Early Warning Systems (AEWS) Response Date: 03 August 2011 Contract Specialist: Randy Singleton Address: 6029 Wardleigh Road, Hill AFB UT 84056 NAICS Code: 541611 and 541990 Place of Performance: Hill AFB UT 84056 This is a sources sought announcement only, and is not an intent to procure. A solicitation is not available at this time, and any requests for a solicitation will not receive a response. Atmospheric Early Warning Systems Contracting is conducting market research to determine an effort to obtain Advisory and Assistance Services (A&AS) support in Atmospheric Early Warning Systems (AEWS) Systems Support Flight, Essential Parts Replacement Program (EPRP) located at Hill AFB in Ogden, Utah, in order to ensure that Air Combat Command and NORAD operational requirements are met. For the purpose of market research, this sources sought synopsis is being released under the following North American Industry Classification System (NAICS) codes: 541611 and 541990. The formal solicitation will only be released under the most appropriate NAICS code based on the results of the market research. The contractor must have extensive prior experience working life-cycle system support for the AN/FPS-117 radar, the AN/FPS-124 radar, Battle Control System-Fixed (BCS-F), and National Capital Region (NCR) Inter Air Defense System (IADS) processors, and associated equipment. The contractor must provide personnel to perform a wide range of technical advisory support required to sustain the AEWS family of equipment. Tasks shall include, but are not limited to, participation on Integrated Product Teams (IPTs) and related activities, assistance in briefing preparation, risk management, analyzing problems, defining alternative solutions, providing recommendations, and writing reports. The credentials, experience, and expertise of the contractor's experts are considered essential to the support they provide the AEWS AN/FPS-117 and AN/FPS-124 radars as it relates to the EPRP Program. A draft PWS is attached for your information. This document is not in final form and is subject to change. Each potential source shall give a brief description of their ability to satisfy the requirements identified above, and shall provide five references of relevance from the last five years. This description should include a demonstration that the source: has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them. Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously (within the past 5 years) or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements identified above. Contractors shall also provide point of contact information (name, telephone number, email address) where available for the efforts cited above. All responses to this sources sought are limited to two pages and must include the following additional information: name and address of contractor, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to Randy Singleton at randy.singleton1@hill.af.mil no later than 12:00PM MDT on 03August 2011. Acknowledgement of receipt will not be made. This requirement is anticipated to be a full and open competition (large and small business). If the government determines that two or more small businesses are capable, this effort will be set aside for small business. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your responses to this Sources Sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this Sources Sought or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this Sources Sought. The information resulting from this Sources Sought may be included in one or more RFP's, which may be released via the FEDBIZOPPS.GOV portal.
