Description
NOTICE OF INTENT TO SOLE SOURCE This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2). This notice is for informational and planning purposes and does not constitute a solicitation. The Centers for Disease Control and Prevention intends to solicit and award a contract on a soles sources basis to Luther Consulting, Inc. The Centers for Disease Control and Prevention (CDC) directly funds approximately 150 community based organizations (CBOs) and 65 health departments (HDs) (hereafter referred to as ‘grantees') to conduct HIV prevention programs in local communities. The Program Evaluation Branch (PEB) in the Division of HIV/AIDS Prevention (DHAP) has worked with DHAP grantees and staff to define National HIV Prevention Program Monitoring and Evaluation (NHM&E) data requirements for program monitoring and improvement. Funded grantees are required to report the NHM&E data to CDC to satisfy the terms of their cooperative agreements, which allows CDC to report on HIV prevention efforts and utilize the data for policy and program planning at the national level. DHAP also promotes the use of data for monitoring and evaluation at the local level for better program management, accountability, and especially for improvement of HIV prevention activities. Effective use of data for improving public health programs at the local and national levels requires data systems that are easy to use, provide real time access to data and user-generated reports, and are quickly modifiable to meet user demands and changing public health needs. Grantees currently submit required data to CDC through a variety of data systems, including CDC's Program Evaluation Monitoring System (PEMS), optical character recognition (OCR) scanning software, and a variety of health department-owned systems Compatibility In 2000, the Luther Consulting, LLC developed EvaluationWeb® XPEMS. EvaluationWeb XPEMS® is a proprietary online data collection and reporting system specifically for HIV prevention program data, including HIV test data, which are required by CDC of their HIV prevention program grantees for submission to CDC and utilized by both CDC and CDC HIV prevention program grantees for program monitoring, improvement, and accountability. Luther Consulting, LLC is the owner of the EvaluationWeb® XPEMS system that allows CDC grantees to enter and submit data to CDC and holds copyright and licensing for that system. The system collects the same data required by the CDC's Program Evaluation Monitoring System (PEMS), but has additional unique and distinguishable features. Some of the features of EvaluationWeb® include: • Flexible database customization to reflect current and future CDC requirements • Rapid system response time to speed data entry • Changes made within days to add, remove, or modify variables • Onsite and teleconference training for EvaluationWeb® XPEMS, evaluation, data collection and processing, for all users • Live end-user technical assistance via toll-free number • Flexible ad hoc reporting capabilities • Geographic mapping reports • Document upload and display • Narrative reporting with blogs • Secure connections • Data download into Excel, CSV, and other formats • Data imported from any format or system • Data available monthly on CD • Database back-ups • Server hosting, maintenance, and updates All features have been completely developed and are fully operational in the 30 jurisdictions that were supported under contract no. 200-2010-36318 to use EvaluationWeb® XPEMS to collect and report their HIV test data. The previous acquisition was solicited as full and open competition and resulted in a single response from and award to Luther Consulting, LLC although all vendors had an opportunity to submit a proposal. The work proposed in this acquisition is follow-on to the existing requirement via modification to Option periods 1 and 2 including a Setup for new sites. The period of performance is September 30, 2011-September 29, 2013 The NAICS code for this action is 541519 -- Other Computer Related Services. Interested sources may identify their interest and capability to respond to the requirement or submit a proposal to jmo4@cdc.gov no later than 15 calendar days after release of this synopsis. Proposals received within 15 days after publication will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
