Description
FOR ALL INFORMATION CONTACT: Michael A. Mitchell, Contract Specialist, (443) 861-4619/4671 This is a market survey to locate sources for day and night persistent surveillance providing force protection for three fixed sites located approximately 5 to 10 kilometers from each other, with each site having a perimeter of approximately 4 kilometers. The terrain around the sites varies from open scrub to suburban to urban. The prevailing climate is hot and dry, with occasional heavy rains. Force protection is to be provided by surveillance of the area outside the site perimeters, monitored at a central point inside each site. Surveillance targets are ground vehicles and persons; no airborne surveillance targets are envisages. The range of surveillance outward from the perimeters shall be the maximum possible. Operation is desired continuously both day and night, and to the maximum extent practical through smoke, haze, mist, and rain, and if possible-mitigate concealment offered by vegetation and foliage. Alarm functions and automated capabilities to reduce monitor and operator fatigue is desired. The desired system components shall be long-term stationary, but capable of being moved. The technology must be exportable. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from industry, including small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing a FLIR sensor and aerostat or mast mount. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists for competition, or set-aside among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: Type of services provided by your firm, size and type of services provided by previous contracts related to the present market survey, number of years in business 2. Geographical areas where your company can provide services 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents should provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. General descriptions of the possible solution(s) that can be executed by the vendor. All responses to this market survey must be received by 25 July 2011 at 4:00 PM CST.
