Description
THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST IS FOR PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. This is a sources sought notice/request for information for outsourcing print management services at the Centers for Information Technology (CIT) at the National Institutes of Health (NIH) in Bethesda Maryland. The NIH is a United States federal agency under the Department of Health and Human Services. CIT currently employs approximately 1,000 staff members which are located in 3 different buildings, all in Bethesda Maryland. One of the buildings is a federal owned facility while the two other buildings are in privately owned facilities. There are currently more than 2300 computers and approximately 350 output devices, such as printers, photocopiers, scanners, FAX machines and multi-function devices from various manufacturers. The CIT is looking at possible options to outsource its print management services to include but not limited to: • Supplying all copier equipment required to support an organization the size of the CIT (described above) • Maintaining all such equipment • Providing supplies to support all equipment provided (i.e. toner, etc.) • Providing utilization reporting and service costs summaries on a recurring basis (monthly, quarterly, etc) The following questions outline high level business requirements for print/document management services to include capacity, security, and technical specifications. INFORMATION REQUESTED: Responses to this sources sought should include the organization's full name and headquarters location. They should also include the name of a point-of-contact and his/her e-mail and conventional mailing addresses. Firms are invited to demonstrate their capabilities by providing the responses to the following: 1. Provide a brief Statement of Capability (SOC) on your company and services to include a list of government agencies (if any) that you have supported, as well as, private companies. 2. Describe your methodology for strategic location/distribution of equipment. 3. What are your methods for distributing printer and driver updates to devices provided? 4. What are your methods for managing and making setting changes for devices that are connected to CIT's internal network? What level of network access - if any - do you require in order to manage devices? 5. How do you ensure that all storage media (magnetic, optical, electrical, or other) has an acceptable means to appropriately sanitize (clear, purge) the media of all residual data? 6. What are your practices for handling information on device hard drives if installed? 7. What are typical cost savings achieved for print services management provided to government or private companies? 8. What is the typical contract and fee structure for print services management? The CIT is conducting a market survey to seek potential sources from qualified business and agencies. Agencies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses to any of the above areas are welcome; respondents should not feel compelled to address all issues. Responses will be compiled and shared with the advisory committees. Response to the request will not be returned. The subject line of the email shall be "Sources Sought/Request for Information for Outsourcing Print Management Services. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Amy Sheib, ap370t@nih.gov, no later than close of business, 5:00 pm EST, August 1, 2011 Submit your questions, if any, by July 25, 2011. No phone calls, only email will be accepted. Late submission will not be answered after the due date. Respondents will not be notified of the results of this evaluation.
