- The Contractor shall furnish all plant, labor, equipment, and materials to perform all work necessary in strict accordance with the plans and specifications to install a 300 pair copper outside plant cable from manhole 48-1 (MH48-1) to manhole 56-1 (MH56-1). All work performed by the contractor shall result in a complete and functional system. All work shall be performed at Fort Leavenworth, Kansas. The contractor shall start work within 10 calendar days after receipt of the Notice to Proceed and complete all work (to include clean up of the premises and final inspection) within 45 calendar days after receipt of Notice to Proceed. The description of work includes the following: Pull and splice a new 300 pair 24AWG OSP copper cable (equal to "Superior Essex" SEALPIC-FSF (RDUP PE-89)) from manhole 48-1 located near the corner of Kearney and Biddle Ave. thru existing duct thru various manholes to manhole 56-1 located at Biddle Ave. and Cody Road. In manhole 48-1 existing CA12-3000 PR splice case shall be opened for the new 300 pair copper to be spliced to. A total of 300 pair will be spliced in manhole 48-1. Provide new preformed end cap for splice case where 300 pair enters. From Manhole 48-1 to Manhole 48-2 the new 300 pair copper will be run in existing 4" duct alongside of a 100 pair copper. From Manhole 48-2 the new 300 pair copper will be run thru existing 4"duct. Copper will pass thru Manholes shown on path indicated on plan and ending in manhole 56-1. Required splice cases shall be located in manholes only, all splice cases must be reenter-able "no-encapsulate" using preformed products and flash tested to meet manufacturer's specs. Amount and location requirements shall be as determined by the Contractor. In manhole 56-1 the new 300 pair copper shall be terminated in a new 6" splice case and clear capped. MS2 4005-DBM/TR stackable modules are preferred. Contractor shall provide all labor, material, testing, and equipment necessary for a complete installation of copper from Manhole 48-1 to Manhole 56-1. Ensure that all areas disturbed during construction are repaired to pre-existing or better condition. All work to be accomplished in accordance with the I3A Installation Guide, dated February 2010. This procurement is set aside for small business with NAICS code 237130. The magnitude of work for this project is between $100,000.00 and $250,000.00. The Invitation for Bid (IFB) solicitation, including the Statement of Work, Drawings and I3A Installation Guide, will be issued on or about 4 August 2011. The solicitation will include information on the time and location of an organized site visit for this project and the time and location of the public bid opening. In accordance with FAR 5.204 the solicitation package will be posted on www.fbo.gov.
