- NOTICE: THIS IS OFFICIAL NOTIFICATION TO CORRECT AN ERROR ON THE ORIGINAL SYNOPSIS FROM: This acquisition will be set aside for SMALL BUSINESS offerors only TO: This acquisition will be set aside for HUBZONE BUSINESS offerors only This project is being solicited under the Air Force Straddle Bid Authority. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the Repair Stormwater Drainage System on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and in the specifications. The general work includes, but not limited to for the BASE BID: Completion of NPDES NOI in accordance with Section 01560 Environmental Protection; Installation of work zone traffic control devices in accordance with FDOT Design Standards for Design, Construction, Maintenance, and Utility Operations on the State Highway System, Index 600, (Traffic Control Through Work Zones), as applicable for each phase of demolition and construction; Installation and maintenance of erosion control measures; Install temporary bypass and dewatering systems. Adjust and remove these systems as dictated by work requirements. Remove temporary by system in its entirety upon completion of construction; Install and maintain temporary measures, temporary berms, sheet pile, etc. as necessary for protection of work-in-progress. Adjust and remove these systems as dictated by work requirements; Complete earthwork and grading as necessary for construction; Construct Concrete Junction Structure covering ditch from the endwall of the culverts underneath Independence Roadway encapsulating the existing weir with provision for maintenance of unencumbered flow into existing stormwater treatment pond via a lateral weir in the side of the junction structure and with provision for connection of three corrugated metal arch pipes at the junction structure outlet; Construct approximately 56 linear feet of 8'-10" X 6'-1" arch CMP (3 Required); Construct 10:1 Miter Structure; Complete fine grading and site stabilization. Stabilize all disturbed areas; Complete final clean-up and remove all work zone signage. A POSSIBLE ALTERNATE BID MAY INCLUDE: Complete items one through seven of Base Bid work description; Construct 336 linear feet 8'-10" X 6'-1" arch CMP (3 Required); Construct Concrete Junction Structure with provision for maintenance of unencumbered flow from existing stormwater treatment pond via a lateral weir in the side of the junction structure. Structure to include provision for entry and exit of three corrugated metal arch pipes; Construct 530 linear feet 8'-10" X 6'-1" arch CMP (3 Required); Construct 10:1 Miter Structure; Complete fine grading and site stabilization. Stabilize all disturbed areas; Complete final clean-up and remove all work zone signage. This acquisition will be set aside for HUBZone offerors only. The North American Industry Classification System (NAICS) code for this project is 237990 with a size standard of $33.5M. Contract award will be made based on the "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Estimated magnitude for this project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price type contract. The issuance date for this solicitation is projected to be on/about 14 July 2011. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
