Description
Non-Disclosure Agreement Further Pre-solicitation SSI Information The Transportation Security Administration intends to procure Chemical Analysis Devices (CAD) and CAD maintenance support for a duration of (5) five years. The purpose of CAD is to identify and analyze unknown chemicals found at airport passenger screening checkpoints. The Transportation Security Administration (TSA) intends to release a Request for Quotation (RFQ) on GSA E-Buy under GSA Schedule 66- Scientific Equipment and Services. All Contractors interested in responding to the CAD RFQ on GSA E-Buy must go through a vetting process and be approved to have access to SSI document(s) and the Transportation Security Integration Facility (TSIF) to test proposed CAD systems. Access to Sensitive Security Information (SSI) The procurement specification for CAD technology is considered sensitive security information (SSI). Contractors need to submit the information listed below to access the procurement specification document: (1) Senior Corporate Officials of the company shall provide the following information for all employees who request access to SSI in a single password protected Microsoft Excel spreadsheet emailed to the Contracting Officer and the Contract Specialist. The password for the password protected spreadsheet shall be sent to the Contracting Officer and the Contract Specialist in a separate email, at the same time. (2) Employee Full Name: (3) Employee Gender: (i.e., Male or Female) (4) Employee Birth Date: (5) Employee Citizenship: (6) Social Security Number: (7) Indication of whether any nominated employees have: o Previously received a TSA suitability determination; o Undergone a federal background investigation; or o Possess an individual security clearance Please note that SSI clearance will take approximately two (2) weeks. If a Contractor's employee is not granted a SSI clearance, TSA will not share procurement specifications. See the attached document entitled "Further Pre-solicitation SSI Information" for more information. Access to TSIF Since CAD equipments will be tested Contractors will need access to the TSIF and must be vetted prior to accessing the TSIF. In order to vet the Contractor's employee, the Contractors' Senior Corporate Official must provide the information required for SSI under the previous section and the following information: (1) Senior Corporate Official Name (2) CAGE Code of the Contractor's facility that will manage the proposal (3) Non-Disclosure Agreement for each employee (form entitled "Non- Disclosure Agreement"). See the attached document entitled Non-Disclosure Agreement for more information. A maximum of one person shall be included in the submission for access to TSIF. Note that TSA will not accept any proof of TSIF clearances submitted for previous TSA RFQs or contracts. All information for SSI clearance and TSIF clearance must be submitted to Contracting Officer Holly Bolger at holly.bolger@dhs.gov and Contract Specialist Shayani Mukherjee at shayani.mukherjee1@dhs.gov. The subject of email(s) should include the following information: Volume I - HSTS04-11-Q-CT2074,(Name of the Company). Contractors must submit vetting information no later than July 26, 2011, 3:00 PM EST.
