Description
Global Record IUU Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NFFKAA001105639 is issued as a request for quotation and is solicited under full and open competition. The NAICs code is 541712. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fishers Service (NMFS), Office of International Affairs (OIA) requires a Contractor to assist in the development and delivery of an outreach program to assist developing countries in establishing and improving their national fishing vessel records as well as facilitate applications for the unique vessel identification (UVI) number needed for participation in the Global Record process. Details regarding this requirement are listed in the attached Statement of Work titled, ' Assistance to Developing Countries to Engage in the Global Record Process and Overcome Illegal, Unreported and Unregulated (IUU) Fishing. The Government will award a fixed price purchase order to the contractor whose offers is most advantageous to the Government, price and other factors considered. Award will be based on Technical Approach. Proposals shall be evaluated in accordance with FAR Subpart 12.203 - Procedures for Solicitations, Evaluation and Award'. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-53. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.213-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and there is no addenda to this provision; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST) Friday, August 5, 2011. Responses may be emailed to the Contract Specialist, Shirley L. Johnson at shirley.l.johnson@noaa.gov. One hard copy shall be mailed to NOAA/AGO, 1325 East West Highway, Sta. 11124, Silver Spring, Maryland 20910. Proposals shall be limited to 30 single sided printed pages, single line spacing, 10 point font, Word format. No spiral binder attachments or copies of publications, etc. will be considered. Questions must be submitted electronically no later than 12 Noon Wednesday July 27, 2011. Telephone inquiries will not be accepted. The Government reserves the right to make no award. It is the contractor's responsibility to confirm NOAA's timely receipt of their quotations.
