- This Request for Proposal (RFP) synopsis is issued for the continued Operation, Outreach and Admissions, and Career Transition Services at the Hawaii Job Corps Center. Job Corps is a national residential and non-residential training and employment program administered by the U.S. Department of Labor to address the multiple employment barriers faced by disadvantaged youth ages 16-24 years throughout the United States. The resultant contract is anticipated to be a performance-based contract for Center Operations and for Career Transition Services. The contract will have a 2-year base period May 1, 2012 through April 30, 2014 plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available August 3, 2011 at: www.fbo.gov. The average capacity for the center is 362 youth of which 338 are residential (188 males and 150 females) and 24 non-residential (10 males and 14 females). The contractor will provide Career Transition Services (CTS) to 336 youth (224 graduates and 112 former enrollees). On August 10 at 9:30 a.m. local time, a pre-proposal conference and visit will be held at the Waimanalo site: 41-467 Hihimanu Street Waimanalo, HI 96795 Tel: (808) 259-6010 On August 11 at 9:30 a.m. local time, a pre-proposal conference and visit will be held at the Maui site: 500 Ike Drive Makawao, Maui, Hawaii 96768 Tel: (808) 579-8450 It is recommended that potential offerors download the RFP from the website listed above prior to attending the pre-proposal conferences and site visits. All questions prior to and at the pre-proposal conferences shall be submitted in writing. The successful contractor shall provide academic and career technical training, Outreach and Admissions, and Career Transition Services. The successful contractor will also operate counseling and residential living programs and provide the following support services: health services, processing of student records, a discipline system, clothing issuances, and mail/legal services. The contractor shall provide overall center management and administration as follows: contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations, and public information. Proposals in response to the RFP will consist of an oral presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than October 3, 2011 at 4:00 p.m. PST to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the U.S. Department of Labor.
