- Statement of Work THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health, OLAO, Office of Acquisitions Simplified Acquisitions Branch 5 intends to issue a purchase order on a sole source basis with: Consultant - Lawrence Self. No solicitation exists for this requirement. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold; therefore it will be procured under FAR 13.106. It is believed that Mr. Self is the sole source for this requirement under the authority of FAR parts 13.106-1 (b). The National Institute of Health, Office of the Director, intends to procure the services of Mr. Self to provide expert consulting services to the NIH, Deputy Director, in the operations and management on diversity programs. The North American Industry Classification System Code is 541611 and the size standard in millions of dollars is $7M. This Notice of Intent is not a request for competitive quotes preparation. Any firm that believes it can provide the stated capability within the established time frame is invited to submit written notification to the Contracting Officer by July 25th, 2011 at 12:00 pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contracting Officer, Roshawn Majors via e-mail at majorsr@od.nih.gov. No telephone request will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NIH will proceed with the sole source purchase order.
