Description
Solicitation # 1091629 Request: Mideo Systems Forensic Imaging Workstations This RFQ constitutes a "Brand Name or Equal to" solicitation. This solicitation is in accordance with FAR 52.211-6, Brand Name or Equal. GENERAL DUTIES / DESCRIPTION OF WORK The FCC (Forensic Chemistry Center) is FDA's only forensic laboratory. The nature of the work demands quick turn around on sample analyses and reporting. The FCC requires analysts to capture images of every sample submitted for analysis. As the FCC has grown and the sample load has increased, the current photo documentation procedure has become a hindrance in terms of getting the sample to the lab for analyses. Additionally, storing the captured images has become an issue in terms of physical space. To address these needs, the FCC has begun the development and implementation of Mideo Systems, Inc. Caseworks enterprise software application that manages forensic lab images. Initial implementation of the system has resulted in significant efficiency gains as well as eliminated the need to print and physically store the images. In addition, the Caseworks system at the FCC will be used for data mining. The images as well as the samples libraries can be transferred from FCC to other ORA field laboratories by means of conversion into instant PDF file creation. In order to complete the implementation and further the efficiency gains, the FCC requires additional software licenses from Mideo Systems, Inc. SALIENT CHARACTERISTICS All of the following are minimum requirements. Equivalent requirements that differ from these minimum requirements must be justified by the proposing vendor and evaluated by the Project Advisory Group prior to purchase. The system shall include: • A Case Image Database Management Module • Administrative Diagnostics Utility Software • Administrative User Profile Configuration Module • Administrative Security Configuration Module • User Notification Module • Historical Image Record Module with Audit Trail • Fieldset Creation Module • Report Template Creation Module • ADVANCED CLIENT LICENSE which must include: o Basic User Tools o Single or Batch Image/Asset Download Module o Visual Directory o Data Image Information Input Module o MetaData Display Viewer and Report o Image/Asset History Viewer o Image/Asset Export Module (By Image Type) o Defineable Database Search o Basic Annotation and Markup Tools o Basic Image Enhancement Tools (Brightness/Contrast) o Advanced User Tools, Multi-Image Workspace Display o 1:1 Image Calibration Module o Comparative Analysis Image Enhancement Filtering Toolbox (Levels, Invert, Auto Level, etc.) o Charting Tools with Image Fine Positioning/Anchoring (Labeling, Point, Point-to-Point, Multi-Point, Free Hand) Module o Image Sync-Lock o Measurement Tools o Print Mask Report Module o Incremental Pixel-by-Pixel Image Rotation/Movement o TWAIN Interface o Custom Agency Report Generation Output Module o Direct Mideo Camera Interface o Photoshop (CS2 or CS3) Interface • The system software must include but not be limited to system QA, collection of images, and comparison of images. • The system shall be delivered with all necessary supplies and accessories required for installation and start-up. • Installation and operational training shall be included. • The system must be warranted for parts and labor for 9 months (or greater) from the date of installation. Software The station system components must be fully controllable via the system software and include but is not limited to system QA, collection of images, and image comparison. The station systems will be integral components of the entire laboratory photo documentation and image comparison network. The systems must permit seamless use and must allow image transfer between computers and have the ability to use current and future imaging component acquired by FCC. The image metadata and image libraries transfers must not alter the images in anyway.
