- The purpose of this modification is to increase the provision of comprehensive education and training to psychologists nationwide who directly care and support people affected by, and living with, HIV/AIDS. The modification will increase the number of psychologists trained from 1,000 to 1,800 in Option Year 2; from 1,000 to 1,400 in Option Year 3; and from 1,000 to 1,300 in Option Year 4 of the contract. These activities will be focused predominantly in the 12 U.S. cities with the highest HIV/AIDS prevalence. Demonstration of Proposed Contractor's Unique Qualifications: The American Psychological Association (APA) is the only known organization capable of reaching the greatest number of psychologists in the country and enlisting their support and participation for HIV/AIDS training and education. APA is the only known organization that has the knowledge of, and credible access to, psychology faculty at graduate and professional schools and internship programs nationwide and has the credentials for developing and accrediting graduate level education. APA also has the experience and capability to obtain the participation of psychologists in rural areas of the country as well as areas where HIV/AIDS training and education has not been conducted. Other Facts Supporting the Use of Other Than Full and Open Competition The substantial time, effort, and unique relationships required to plan and conduct HIV/AIDS education and training activities necessary for this professional population would not be feasible or possible if a source other than APA were to attempt performance of this project. As a result, SAMHSA has determined that award to any other source would likely require a significant learning period resulting in an unacceptable probability of failure and/or delays, as well as a duplication of cost and effort due to anticipated start-up needs. The resultant costs to the Government are not expected to be recovered through competition. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1))-Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
