Description
This publication is a Request for Information (RFI) Only. It is neither a request for formal Request for Proposals (RFP) or quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. This Request for Information solicits all eligible business concerns to submit capability statements. Potential sources that are interested and capable of providing services must provide capabilities statement demonstrating their experience and knowledge of the required services. The capabilities statement should address: 1) Business Size and applicable Business Socio-Economic Category (i.e. small business, SDVOSB, VOSB, etc); 2) Examples of projects of similar size and scope; 3) Ability to Manage projects of similar size and scope; 4) any additional information felt to be pertinent to demonstrate knowledge and experience of projects similar in nature. Additionally, responses to this sources sought synopsis should include: 1) Your intent to submit a proposal for this project when/if it is formally advertised; 2) Name of firm with address, phone and point of contact; 3). CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information. Should NRL decided to issue a solicitation; the contract type contemplated is an Indefinite Delivery, Indefinite Quantity (IDIQ) with Cost Plus Fixed Fee, Completion Type, Task Orders or Firm Fixed Price Task Orders. NRL requests feedback from industry on the contemplated contract type as the Government is interested on Industry's recommendation for the type of contract for this requirement. Further, if a solicitation is issued, examples of likely key evaluation criteria for a future RFP are: 1) Technical Understanding, 2) Personnel Qualifications, 3) Management and Corporate Experience; 4) Subcontractor Management Plan; and 5) Cost/cost realism/past cost performance. All responses will be carefully reviewed by NRL personnel and will be held in a confidential manner. Responses will be reviewed to identity firms capable of fulfilling the Government's requirement. Immediate questions and responses to this sources sought should be transmitted via email to Melissa.Rivera-Weedin@nrl.navy.mil in either Microsoft Word or pdf format. All responses shall be received on or before Tuesday, 2 August 2011, 12:00 Noon, Eastern time. If paper copies are sent, they must be received at Naval Research Laboratory, Attn: Melissa Rivera-Weedin (Code 3220.mr), 4555 Overlook Ave, SW, Washington, D.C. 20375-5320. The package should be marked with the RFI Number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. Due to potential delays in receiving mail, offerors are encouraged to use alternatives to the mail when submitting proposals.
