Description
SOME QUESTIONS ASKED AND EXTENSION TO RFQ DUE DATE FOR CLOSING IS Monday 7/25/2011 close of business. AMENDMENT NFFS7200-11-04854SRG - QUESTIONS ASKED AND RESPONSES FROM TECHNICAL PERSON 1. Due date for RFQ responses has been changed to Monday 7/25/2011 close of business. 2. QUESTION - The RFQ calls for surveys of 1000 Alaska households and 2000 non-Alaska households. Do those sample sizes refer to the number of surveys to be mailed or to the anticipated number of completed surveys? ANSWER - These refer to the number of surveys delivered to the intended address. Any address file purchased from a vendor should be screened for currency, and any mailed surveys that are returned as nondeliverable should be sent to a new address from the sample/strata. The address file should include a sufficient number of addresses in excess of the 2000/1000 intended sample size to ensure sufficient numbers to replace nondeliverables. 3. QUESTIONS - Approximately how long does the web survey take to complete? ANSWER - Approximately 20-30 minutes for the paper survey version based on focus group results. We have not pretested the online version and don't have a sense of whether it will take significantly more or less time. 4. QUESTION - What software program was used for the online survey (that will be adapted by the contractor)? ANSWER - The survey was developed in a proprietary format which does not allow hosting on other servers. We have html code for the survey pages, but a web application and database will need to be constructed. I'm attaching three examples of survey pages in html. 5. QUESTION - Please confirm that the 2,000 non-Alaska sampled households should be drawn from across the 48-contigious states and Hawaii. Are there any additional specifications for oversampling (e.g., more sample from the Pacific Northwest or from coastal vs. non-coastal households)? ANSWER - The sample will consist of: 1,000 Alaska households and 2,000 non-Alaska U.S. households. No other oversampling or stratification. 6. QUESTION - Please clarify the web survey programming task - does a partial web survey program already exist, or would the contractor be programming the survey from scratch (using the mail survey instrument as a guide)? If a program does exist, what program/format is it in? ANSWER - The individual survey pages have been translated to html (two example pages attached). The rest of the database and web application development would need to be completed. 7. QUESTION - How much detail do you wish to see in the Response to Request for Quote below? Do you wish to see only total costs for Task 1 and for Task 2 or do you wish to see costs broken out by major sub-tasks? ANSWER - It would be helpful to us to see quotes itemized to some degree, with totals for task 1 and task 2 separated. Itemization doesn't necessarily need to be by subtask, but it would be helpful to itemize costs for printing and mailing, sample procurement, survey administration and submitter callbacks, data entry, metadata and paradata document preparation, and web hosting. 8. QUESTION - The scope lists Place of performance as Seattle, WA....can it be the Contractors location ? ANSWER - Yes, the work can be completed anywhere in the US. Delivery of completed materials will be to AFSC in Seattle.
