- NAVSUP Fleet Logistics Center Contracting Department, Philadelphia Office intends to extend Financial Management Decision Support System (FMDSS) services for the Department of the Navy, Bureau of Medicine and Surgery under current contract N00189-07-C-Z029 to prevent any lapse in services until such time as the competitive follow-on contract (as being processed under Solicitation N00189-11-R-Z051) is awarded. The Government intends to acquire these services on other than a full and open competitive basis with Northrop Grumman, 7575 Colshire Drive, McLean, VA 22102 under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, as implemented by FAR 6.302-1. The extended FMDSS services are required for an interim period encompassing 01 September 2011 through 31 December 2011, and will likewise include a one-month option encompassing 01 January 2012 to 31 January 2012 to be exercised as necessary. During this interim period, Northrop Grumman will be responsible for the continuation of the following tasks for over 200 Naval Medical and Dental facilities worldwide: (1) Financial Data Management; (2) Automated Systems Operations and Maintenance; (3) Data Quality: Cost Accounting; (4) FASTDATA Project Management; (5) Logistical Financial Analysis; and (6) Metrics Reporting. The proposed contract modification action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
