- **Amendment 001 issued to correct deadline for questions** This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTFR53-11-R-00017 and is issued as a Request for Quote (RFQ). This award will be made using Simplified Acquisition procedures as prescribed in FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 561410 with a small business size standard of $7,000,000. This procurement is issues as a Total Small Business Set-Aside. Description: The FRA has a requirement to obtain transcription services for nationwide Railroad Safety Advisory Committee (RSAC) and the Northeast Corridor Safety Committee (NECSC) meetings. These meetings are highly technical in nature. The contractor will be required to travel to the designated meeting location and prepared final meeting notes in accordance with the attached SOW. The Federal Railroad Administration (FRA) anticipates awarding a Requirements contract with firm fixed unit prices for one base year plus four (4) optional 12-month periods. EVALUATION (a) Award of contract resulting from the solicitation will be made based on the best value to the Government. The following technical evaluation factors are of equal importance. Technical and past performance when combined are more important than price. 1. Technical Evaluation Factors •a) Technical writing ability •b) Relevant experience •c) Qualification of personnel 2. Past Performance 3. Price The offeror should indicate a clear understanding of the requirements set forth in the statement of work (SOW). The offeror should provide evidence of sufficient ability to meet the requirements set forth in the SOW. Assessment of the offeror's technical capability will be made based on the offeror's demonstration of technical skills and capabilities pertinent to the scope of work; availability and competence of proposed personnel, and past corporate experience. At minimum, offerors shall included writing samples, resumes of key personnel, and Information on relevant experience inclusive of a point of contact. EVALUATION OF PRICE (a) Contractor's price quotation shall provide a unit price for each type of meeting as specified in the schedule. Price will be evaluated to determine fair and reasonableness. The Government will evaluate quotations and may award a contract without discussions. Therefore, the offeror's initial quotations should contain the offeror's best terms from a cost or price and technical standpoint. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Central Contractor Registration (CCR). Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. The clause 52.212-4, Contract Terms and Conditions -Commercial Items applies to this acquisition and is included by reference. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial, apply to this acquisition.
