- Description
- The Department of Veterans Affairs is requesting proposals from licensed retail electric generation suppliers to provide 100% renewable electric power supply to VA accounts in northern Texas. The successful offeror(s) will supply all electricity components for a contract term of 12 or 24 full billing months. Deliveries will begin with the October 2011 meter read date for all accounts unless otherwise specified. A six (6) month extension period is included in the contract. The approximate total annual renewable electric requirement is 1,750,000 KWhs per year. The price offered will apply to all accounts and that price will remain fixed for the contract term. The procurement method will be a competitive Two-Step Sealed Bidding conducted in accordance with Part 14 (Sealed Bidding) of the FAR. Step One will consist of the request for submission, the evaluation, and if necessary, clarification of a technical proposal, without pricing. Step Two is an Invitation for Bid (IFB) confined to those offerors who submitted acceptable technical proposals in the Bid Package of Step One. Offerors are required to have certification by the Public Utility Commission of Texas (PUCT) as a Retail Electrical Provider (REP). The North American Industry Classification (NAICS) code is 221122. All potential offerors are reminded that in accordance with FAR 52.212-4(t) all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the Federal government. Lack of registration in the CCR database may make an offeror ineligible for award. This announcement constitutes the pre-solicitation notice and the synopsis. The Government intends to award a contract(s) to the offeror(s) that offers the lowest evaluated price and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 4:30 p.m. eastern time on August 19, 2011 (see solicitation for submission instructions). Pricing will be submitted in accordance with the solicitation at a later date. Questions regarding the solicitation may be asked up until five (5) days prior to the receipt of the technical proposals. This procurement is being conducted on an unrestricted basis.
