Description
Design/Build Full Facility Restoration (FFR) of an existing Army Reserve Center (ARC). Primary facilities include the ARC training building that is partially a Sensitive Compartmented Information Facility (SCIF). Project consists of repair, replacement, and new construction of the ARC shall provide administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for seventeen Military Intelligence Army Reserve units or approximately 300 soldiers. The site is located at Ft. Sheridan, IL. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. The estimated cost range for this project is $5M to $10M. The Construction Cost Limitation (CCL) for this project is $6,500,000. Offerors are under no obligation to approach this ceiling. This is a full and open procurement. The North American Industry Classification NAICS code is 236220 with a size limitation of $33.5M. The base construction contract duration is approximately 490 days. The solicitation will contain options for the following: Replace UPS, electrical room, and mechanical airshaft items. The proposals will be evaluated using the Best Value Process. Proposals will be evaluated based on the following technical factors: Experience, Past Performance, Safety, Technical Approach, Management and Price and Pro Forma Requirements. The approximate issue date is 04 August 2011 and approximate closing date is 08 September 2011, 2:00pm Eastern Time. A pre-proposal meeting is tentatively scheduled for 09 August 2011. Meeting details will be provided in the solicitation. This project is subject to availability of funds; funds are not presently available. No award will be made under this solicitation until funds are available. Project documents will be issued via the web only.
