Description
The following is the Sources Sought for Lots 18-23: The United States Air Force is planning an acquisition strategy for the follow-on production of the Joint Direct Attack Munition (JDAM) for production lots 18 thru 23. This contract will also be used to support FMS and Navy customers and the purchase of ancillary equipment. A Qualification Plan is applicable to this requirement; therefore, potential offerors may obtain a copy of the Qualification Plan by contacting OO-ALC/GHGKA by submitting an email to jean-anne.erickson@hill.af.mil. The subject line of the email should reflect "Request for Qualification Plan Applicable to JDAM Sources Sought Synopsis." The JDAM is a low cost, GPS aided, inertial guidance kit for inventory 500 lb., 1000 lb., 2000 lb. bombs and DSU-38 laser sensor. The total quantities to be procured are to replace units used in test, training and operations. The objectives of the JDAM Lot 18-23 production program are to fabricate a high quality JDAM weapon system that performs in accordance with the System Requirements Document (SRD) and is fully integrated and qualified for employment from the aircraft identified in the SRD. Contract Award is estimated to be approx Nov 2013. First delivery of fully qualified production units is to begin within 14 months of award. The current estimate for lot quantities is as follows: Lot 18 - 3,250, Lot 19 - 3,250, Lot 20 - 3,250, Lot 21 - 3,250, Lot 22 - 3,250, Lot 23 - 3,250. This delivery schedule must be met or exceeded. Contractor should also have the capability to surge to a quantity of 10,000 a year. Potential offerors would be required to provide all variants of the JDAM tail kit that are already certified for the aircraft and loadouts IAW the JDAM Aircraft Interface Control Documents (ICDs) and the SRD. In addition, the tail kit must interface with the fielded DSU-38 laser sensor and meet all the performance requirements in the SRD. Note: All DSU-38 laser sensor and associated interface data is contractor proprietary and therefore not available. The current budget only supports the production of JDAM tail kits. Any required qualification or integration testing costs, such as a First Article Acceptance Test (FAAT) program, would be applied to the production price. The contractor must provide shipping to CONUS locations and also provide adequate production, test and logistics (warranty) support to ensure and maintain operational readiness and suitability of the JDAM weapon system for a minimum of 20 years. This is not a Request for Proposal (RFP) and it is not the Government's intention to pay for information solicited at this time. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
