- This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. Contract award resulting will be a Firm-Fixed Price (FFP) Contract. This announcement constitutes the only solicitation. The solicitation and all supporting information are included in this posting. The solicitation document and the incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 31. This procurement is issued on a full and open unrestricted basis. The applicable North American Classification System (NAICS) Code for this acquisition is 335221, Household Cooking Appliance Manufacturing. The applicable size standard is 750 Employees. Description of Services: See attached Statement of Work: Marine Barracks Ovens, dated 20 July 2011. Addendum 52.212-1-Instructions to Offerors-Commercial Items 1.SITE VISIT INFORMATION: As cited below under FAR clause 52.237-1 Site visit (APR 1984), the Government intends to hold a Site visit; although not mandatory it is highly recommended to be present. Date: 27 July 2011 Time: 10:00 am Location: Marine Barracks Washington, 8th & I Streets SE, Washington, DC 20390-5000 The offeror is highly encouraged to be present for a site visit since the contractor is responsible for ensuring the oven fit in each kitchen properly; please have one form of a picture identification card. Submit confirmation of Site Visit attendance and the following information no later than July 25, 2011 at 12:00pm via email to Josephine Smith josephine.smith@usmc.mil and Doris Richardson doris.richardson@usmc.mil. 2.QUESTIONS: Offerors may submit questions requesting clarification of solicitation requirements no later than 28 July 2011 by noon EST. No questions will be responded to after the cutoff date. All questions must be submitted to josephine.smith@usmc.mil. 3.QUOTE DUE DATE: Quote must be submitted no later than 5:00PM, EST, 29 July 2011. All quotes shall be submitted to the below address, unless the offeror elects to provide submission electronically to josephine.smith@usmc.mil or fax to 703-784-3592. Quotes shall contain 2 sections: Section 1: Technical Capability and Information (non-price factor) a)Provide the Brand Specifications of the Ovens proposing b)If available, provide the manufacturer product warranty term and conditions and/or workmanship warranty that are included with the Supply (oven) purchase Section 2: Price a)An itemized price list of the supply (ovens), installation and disposal/removal. Transportation/delivery costs should be included in the price and not priced separately. Basis for Award: The basis for award shall be to the Offerors quote, conforming to the solicitation requirements, is determined to provide the best value to the Government in terms of technical merit and price. The best value may not be the quote offering the lowest price, or the quote receiving the highest technical rating. Technical Capability is more important than price. However, price is an important factor and should be considered when preparing quotes. The Government reserves the right to award to a lower priced Offeror when the quotes are considered essentially equal in terms of technical capability, or when specific strengths and/or benefits associated with a technically superior offer do not support the price premium. In summary, price/technical capability tradeoffs may be made in accordance with FAR 15.101-1, Trade-off Process. The following factors will be considered in the evaluation: Technical Capability and Price. NOTE: The quote must be received by the deadline in order to be considered. Due to the firewall protection at Marine Corps Base, Quantico, some files may not be transmitted successfully; it is the contractor s responsibility to ensure that all electronic files are received by the Contracting Office. Any Contractor whose quote that fails to provide all required information due to a transmission error may be rejected as non-responsive. If quotes are not received by the closing date and time will not be considered. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be most advantageous to the Government based on lowest price technically acceptable. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov, Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov, and Wide Area Work Flow (WAWF) website at https://wawf.eb.mil, in order to be considered for award. The offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of a contract. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. The Government shall evaluate and make an award decision as follows: 52.212-2- Evaluation Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered that provide the best value to the Government. The following factors shall be used to evaluate offers: Technical Capability (non-price factor) Price Technical Capability is more important than price. Award Decision will be made as follows: (1)Step One Technical Capability- The Government will evaluate the offeror s Technical approach to ensure the requirements outlined in this solicitation (see addendum 52.212-1) and the Statement of Work are addressed and can be met. Technical Capability will evaluate the Offeror s Technical Approach using the following ratings in table 1: Table 1. Combined Technical/Risk Ratings Color Rating Descriptions Blue Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. Purple Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quote contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. Green Acceptable Quote meets requirements and indicates an adequate approach and understating of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on the contract performance. Risk of unsuccessful performance is not worse than moderate. Yellow Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The Quote has one or more weakness which is not offset by strengths. Risk of unsuccessful performance is high. Red Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quote is unawardable . (2) Step Two Evaluate Price. The offerors unit prices shall be evaluated to ascertain fair and reasonableness of the vendor s price, the Government will evaluate the price submitted against fair market prices for similar types and adequate competition. (3)Step Three Award Decision. Subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the offeror s quote offering the most advantageous terms and conditions to the Government in response of this solicitation, An Award will be made after the quote is evaluated and Technical Capability rated and Price is determined to be fair and reasonable by the Contracting Officer. This award decision is based on a Trade-off process to obtain best value as indicated on the Basis of Award under Addendum 52.212-1 above. (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Following Clauses and Provision applies to this procurement.
