Description
This is presolicitation announcement of a project that will be posted in the next two weeks for Massena Border Station, Drainage System. This project will be a Small Business Set-Aside, estimated range will be $100,000 to $250,000. 1 DESCRIPTION OF WORK The Massena Border Patrol Station is located at 135 Trippany Road, Massena, NY, situated on the south side of the Grass River. This station has experienced various degrees of flooding since inception. Flooding specifically occurs during heavy, high intensity rainfall events, but is most severe in the spring during snow melt. The station was constructed at a lower ground elevation than surrounding topography, which compounds drainage problems. During snow melt, runoff cannot penetrate the frozen ground, so the sidewalks on the south and west sides of the facility act as swales directing runoff towards the station. Runoff travels down the sidewalk and flows through man doors into the station causing interior damage. In addition to the station flooding, the auxiliary parking garage has experienced 3"-4" deep standing water on numerous occasions. Work proposed under this contract includes, but is not limited to, providing all plant, labor, equipment, and materials required to install new and replace existing drainage infrastructure; connect roof drains to the new storm drainage system; install trench grates; replace concrete sidewalk as required; and remove the asphalt pavement between the station and auxiliary garage, reshape the stone subbase course and install new asphalt pavement in this area. Construction plans and details have been prepared and are included in the solicitation. 2 EXISTING STORM SEWER SYSTEM The existing storm sewer system consists of a network of manholes / inlets and eight-inch diameter smooth wall High Density Polyethylene (HDPE) pipe. All roof drains from the main station connect directly to the closed drainage system, while roof drains from the auxiliary parking garage drain to ground splash blocks. The existing closed drainage system drains to a storm water infiltration basin at the northwest corner of the site. Roof drains from the parking garage are intended to drain via swales to a ditch on the east side of the site.
