C -ARCHITECT-ENGINEERING SERVICES, VARIOUS LOCATIONS IN THE CORPS NORTH ATLANTIC DIVISION (ME, NH, VT, MA, CT, RI, NY, PA, NJ, DE, MD, VA, WV, AND THE DISTRICT OF COLUMBIA, PRIMARILY IN THE NEW ENGLAND DISTRICT (NAE) MISSION AREAS (ME, MA, CT, RI, NH, and VT) 1. CONTRACT INFORMATION: US Army Corps of Engineers NAE plans to award an Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for professional engineering and design services, procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See numbered note 24 for general information on A-E selection process. Work will primarily be performed within the boundaries of the New England District, but work may also be required at other locations within the boundaries of the North Atlantic Division. The contract will be negotiated and awarded with a base period (not exceed one year) and 4 option periods. The amount of the contract shall not exceed $10,000,000 over 5 years. Work will be issued by negotiated firm-fixed-price task orders. Award of this contract to the subsequently selected firm is anticipated on or about September 2011. To be eligible for a contract award, a firm must be registered in the DOD (DFARS 236.602-1(a) (6) (A)) Central Contract Registration (CCR). The contract minimum guarantee is $200,000 over the life of the contract. 2. PROJECT INFORMATION: Engineering and Design services primarily at various locations in the Corps New England District (ME, MA, NH, CT, VT, and RI), but could also include other states and districts covered by the U.S. Army Corps of Engineers North Atlantic Division's mission areas (NY, PA, NJ, DE, MD, VA, WV), and the District of Columbia. Work could include various design and/or construction services for projects relating to the design of new and renovation of existing structures; military building design; expertise in medical facility/complex design/rehab; sustainable design and commissioning; design of any other/unique structure; general site engineering; planning and design projects, including projects related to the development of water resources or involving hydrology and hydraulics expertise; environmental engineering/compliance; and value engineering. Architect-Engineering Services that may be required under this contract include drawings, technical specifications, cost estimates, design analysis, engineering calculations, request for proposal preparation, conceptual design development, site and project planning, engineering studies to include life safety code, sustainable design, LEED documentation, topographic surveying, use of GIS systems, aerial surveys and other survey work and construction phase services to include shop drawing review, as-built drawing preparation, preparation of O&M manuals, and engineering consultation services. Products shall be produced to Corps of Engineers guidelines and specific formats set forth by task order. The firm must demonstrate the ability to: provide drawings in Microstation CADD software (version as required by the project); Use the latest version of M II (cost engineering software as provided by the Government) for the development of construction cost estimates; Use of Corps computer-based specification software and the development of Plans & Specifications (SPECSINTACT); utilize Projnet (DRChecks) (https://wwwprojnet.org) for comment resolution of design review submittals; and have capability in Building Information Modeling (BIM). 3. SELECTION CRITERIA: The selection criteria are listed below. Factors (a-f) are listed in descending order of importance, while subfactors are of equal importance. Criteria (a-f) are primary factors. Criteria (g-i) are secondary factors and will only be used as 'tie-breakers' among firms that are essentially technically equal. Factors:(a) Firms must demonstrate Specialized Experience with the types of projects identified in Section 2 - PROJECT INFORMATION (listed in order of importance) (i.e. new and renovations of existing buildings, military building design, medical facilities etc.) and Technical Competence in the following fields: 1. Architecture, 2. Civil/Site Engineering, 3. Mechanical Engineering, 4. Electrical Engineering, 5. Structural Engineering, 6. Geotechnical Engineering, 7. Sustainable Design, 8. Value Engineering, 9. Surveying & Mapping services, 10. Hydraulics & Hydrology and 11. Environmental Engineering/Compliance. Projects completed prior to December 2002 will not be considered. (b) Professional Qualifications. The firm must have on its staff (or provide through a consultant[s]) registered professional engineers/architects with demonstrated expertise in all those disciplines listed above (accredited LEED specialists can be covered within listed disciplines) and a licensed Land Surveyor. The firm must have on staff (or provide through a consultant[s]) personnel with professional engineering or architect registration in all six New England District states (ME, NH, VT, MA, CT, and RI). The firm must include a statement that they have the ability to obtain Professional Engineer registration and Land Surveyor licensure in all other NAD mission areas (NY, PA, NJ, DE, MD, VA, WV, and the District of Columbia) in a timely manner if required if not currently covered with in-house or consultant staff. The firm must also have on staff (or provide through a consultant) a qualified value specialist to facilitate VE study workshops as prescribed by ASTM and SAVE International standards. Firms not demonstrating these requirements will be considered unqualified. (c) Past Performance. The firm must possess a good record of past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules. (d) Capacity. The firm must have the capacity to accomplish the work in the required time. (e) Knowledge of the locality in the primary geographic area of New England District for listed key discipline lead designers. (f) Firms must demonstrate previous experience with: 1. Preparing construction cost estimates with the Micro Computer Aided Cost Estimating System (MII) and Life Cycle Cost Analysis methodology. 2. Development of construction contingencies based upon the knowledge of Risk Analysis and level of design detail. 3. Providing all deliverables in Microstation DGN format version 8. The Government will only accept this format; the Government will not convert or reformat submissions themselves. Advanced software application files used for civil design and drawings shall be delivered in formats compatible with InRoads (Bentley Civil Engineering). All delivered CADD files shall be in compliance with A/E/C CADD Standard Release 4.0 or later. 4. Preparing specifications for construction contracts using a personal computer based software package. All specifications for Corps of Engineer (COE) contracts will be prepared using Unified Federal Guide Specifications and SPECSINTACT. 5. Building Information Modeling. 6. Projnet (DRChecks) for comment resolution of design review submittals. (g) Geographic Proximity. Location of the firm in the general geographical area of the six New England states. (h) Small Business and Small Disabled Business Participation. The extent of participation of SB (including Women Owned), SDB, historically black colleges and universities (HBCU), and minority institutions (MI) measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner; the greater the participation, the greater the consideration. (i) Volume of DoD Contract Awards. DoD A-E contract awards can be obtained from the Architect-Engineer Contract Administration Support System (ACASS), and verified and updated during the interviews with the most highly qualified firms. 4. SUBMISSION REQUIREMENTS: Interested firms being able to perform this work must submit Parts I and II of the SF 330 for the prime firm (or joint venture). Part II of the SF 330 must also be submitted for each consultant. Please note that a separate Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. Submissions must be made to: U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: R. Muhammad, Contracts Branch No later than the (close of business) 4:30 PM on, Friday, August 19, 2011 PLEASE NOTE electronic, e-mail, or facsimile submissions will not be accepted. Include the firm's DUNS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the DUNS number for each consultant. Please submit three copies of all submissions. The SF 330, Part I, shall have a page limit of 50 pages. A page is one side of a sheet. Font size shall not be less than 10 font and margins shall not be less than one inch (for any additional pages). The New England District does not retain SF 330 Part II on file. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Information regarding registration can be obtained online at www.ccr.gov or through CCR Assistance Center (CCRAC) at 1-888-227-2423 or 269-961-4725. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts.
