- Included within are the following: Section I: Instructions to Offerors Section II: Evaluation Criteria Section III: Contract Type Section IV: Period of Performance Section V: Place of Performance Section VI: Statement of Work Section VII: Contract Clauses SECTION I: INSTRUCTIONS TO OFFERORS •1. This is a combined synopsis/solicitation for commercial items in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is PC-11-Q-009 and is issued as a Request for Quote (RFQ). This is a 100% small business set-aside. All responsible sources may submit a proposal. •2. The provisions and clauses incorporated into this solicitation document are those in effect through the Federal Acquisition Circular 2005-51. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at https://www.acquisition.gov/far/. •3. The North American Industry Classification System (NAICS) code is 323110 - Commercial Lithographic Printing. The small business size standard for this NAICS code is 500 employees. Offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, in order to be considered for award. •4. Vendors must be Forest Stewardship Council (FSC) certified. This is a sheet-fed job; a web press is unacceptable for this job. Vendor location must be within 120 miles of Peace Corps Headquarters, Washington, D.C. The location requirement for this print order is because the job requires a press sheet inspection for color, which is mission critical to this job. The requiring office does not have travel or lodging funds, or staff time available to conduct a press sheet inspection outside 120 miles of Peace Corps Headquarters. •5. Offerors shall submit electronically two (2) separate proposals, one technical proposal (technical capacity/approach, past performance) and one price proposal (price schedule, and supportive worksheets/documentation) to Ms. Adrianne Wells at awells@peacecorps.gov and Mr. Beau Barnett at bbarnett@peacecorps.gov. Both proposals shall be 12 pt. font single spaced. Oral communications are not acceptable in response to this notice. •A. Technical Proposals (Volume I): 15 pg. limitation •· Technical Capacity/Approach •Ø Technical Capacity/Approach •Ø Statement confirming that offeror is Forest Stewardship Council (FSC) certified. •Ø Confirmation that offeror's location is within 120 miles of Peace Corps Headquarters, Washington, D.C. •· Past Performance : Include at least 3 companies that can be contacted for past performances/references. •Ø Information should include the company name, contact person, phone number and brief description of the work performed. •Ø Offerors will be evaluated under past performance based primarily on the extent and quality of past performance in providing services similar in scope, complexity of work, quality of service, timeliness of performance, and cost control. Offerors who describe similar contracts shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of the solicitation. Offerors must either provide the above information or affirmatively state that it possesses no relevant directly related or similar past performance. •B. Pricing Proposals (Volume II) : 15 pg. limitation •· CLIN 001, Recruitment Catalog and Quantity = 67,000 catalogs. The Peace Corps reserves the right to award as many catalogs required subject to funding at the unit price proposed by vendors. The total award amount may be lower or higher than the 67,000 catalogs requested. Vendors shall state the following quantity/price breaks within their quote: •Ø 60,000 copies $ •Ø 65,000 copies $ •Ø 70,000 copies $ Vendor shall deliver draft proof within 5 days or less after receipt of print files. Vendor shall deliver finished product within 4 weeks after final proof approval. •· Provide any special payment terms available in addition to the standard Net 30 payment terms. •· All worksheets and supportive documentation, in determining the Firmed Fixed Price, shall be provided with the proposal to verify validity of computations and determine if costs are "fair & reasonable". A further breakdown of cost elements and/or cost related information may be requested during proposal review and evaluation. •6. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to this acquisition. •7. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. •8. All clarification questions shall be submitted no later than July 29 th, 2011 at 2:00 pm EST to awells@peacecorps.gov. No questions will be accepted after the deadline. •9. Once questions are answered, the final request for proposal will be posted on FedBizOpps with a final suspense time/date. •Ø Late is late. No clarification questions or proposals submitted after the deadline will be accepted.
