- ***NOAA's Acquisition and Grants Office, Western Acquisition Division - Boulder, intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Earth Resources Technology, Inc., of Laurel, MD, for research in support of "Improving CarbonTracker Flux Estimates over North America: A Multi-Species Lagrangian Inversion". ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for continued ongoing research involving its CarbonTracker Observation Network and CO2 data assimilation system and Earth Resources Technology, Inc. (ERT), and its ability to design/develop, implement and maintain a Hybrid Single-Particle Lagrangian Integrated Trajectory (HYSPLIT) model of CO2 footprint sampling. ERT will also be conducting radiocarbon tests; develop a capability for incorporating Atmospheric and Environmental Research's customized Weather Research and Forecasting model output data; and determine the need for convection scheme and turbulence parameterization changes in HYSPLIT. Completing this work is an important part of the CarbonTracker model. Incorporated data has to pass an extensive vetting process for accuracy and precision. The period of performance shall be August 5, 2011 through August 4, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
