Description
The purpose of this Request for Information is to search for qualified vendors capable of meeting the Department of Veterans Affairs (VA) requirement to provide hardware and software to support the delivery of medical records, instructions and interaction with medical personnel to fully disabled veterans and their caregivers via mobile devices. The "Clinic-in-Hand" effort will build on the iHealth Adapter capability which facilitates the extraction of health data from Veterans Health Information Systems and Technology Architecture (VistA) systems. "Clinic-in-Hand" applications will extract key medical information from VistA systems via the iHealth Adapter and disseminate that information to homebound veterans and their caregivers through applications built to run on mobile devices. The "Clinic-in-Hand" effort will expand the iHealth Adapter data interfaces beyond the current patient record extracts currently under development, create mobile health care applications, procure mobile devices for data display and patient interaction, populate those devices with extracted health data, and provide the customized devices to the initial test population of fully disabled veterans and veteran caregivers. The iHealth Adapter is currently under development at the VA and source code is not available for vendor review or modification. These applications are intended to improve communication and the flow of medical data for fully disabled veterans and veteran caregivers, while relieving them of the difficult task of transportation to and from VA facilities. There are currently approximately 3,000 fully disabled veterans in the VA patient base, and significantly more seriously disabled veterans. The capability to assist these veterans remotely is a critical and significant improvement not only to the discomfort and logistics of transportation to and from medical facilities, but to the immediacy of response to their healthcare issues. VA is looking to significantly impact the ability of VA medical support to provide critically needed health care to fully disabled veterans as soon as possible. The desired outcomes of the overall project include the provision of mobile devices with applications including but not limited to: -mobile prescription refill including interfacing with mail order pharmacy, listing of refill status, and warnings on prescriptions reaching refill dates. -mobile summary of care and health status tracking including demographics, problem list medications, allergies and reactions, laboratory results, medications and vital statistics. -VA appointment integration, secure email and video chat capabilities including automated appointment alerts, updates and video conferencing. -mobile alerts and reminders to caregivers including new postings of health documentation, and calendar invites. -integrated health record browsing including the selection of health categories to view, access to clinical data from non-VA sources, and admission, treatment, and provider notes. -Post Traumatic Stress Disorder data gathering and integration. This will include patient outcomes data, and information about coping skills and behaviors. This data shall be reported back to the VA Electronic Health Record through the VA Secure Messaging system. -Help desk support, software maintenance, and hardware warranty are also included in the scope of this effort. These capabilities must be eligible for VA Certification and Accreditation in a timely manner to ensure that deployment can commence as soon as possible. The North American Industry Classification System (NAICS) code for this effort is 541511. The period of performance is expected to be twelve (12) months. This is a request for information only.
