- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one high sensitivity,low mass range, high mass resolution, triple filter quadruple mass spectrometer withmembrane and capillary inlets in order to perform real time quantification of dissolvedgas and volatile species (e.g. H2, CH4, O2, H2S) up to 300 AMU. These analyses arenonstandard and variable, necessitating a flexible yet highly sensitive platform. Theinstrument procured must meet the following minimum technical criteria:Triple filter quadruple mass spectrometer with Faraday/ Multiplier detectorcapable of quantifying gases in parts per trillion (ppt) abundance from 0-50 AMU (ultrahigh mass resolution) as well as from 0-300 AMU (high mass resolution.Membrane inlet gas analysis probe capable of sampling dissolved gases.Instrument must have full ion source control with high resolution (0.5eV orbetter) over a range of ionization. potentials that include soft ionization potentials(<9eV).Option of a capillary inlet for gas phase analysis at atmospheric pressures(priced separately).Option of a multiport selector for automated switching between different inletprobes (priced separately).Membrane Inlet Mass Spectrometer must be field portable (i.e. van portable). Purchase of the unit must include fully licensed software for both instrumentcontrol and the qualitative and quantitative analysis, and software must run in Windows 7environment. PERIOD OF PERFORMANCEA Membrane Inlet Mass Spectrometer with the minimum required specifications must bedelivered to NASA Ames Research Center, Moffett Field, CA 94035-0001 within 15 weeks ofaward date.The North American Industry Classification System (NAICS) Code and the small businesssize standard for this procurement are 334516 (Analytical Laboratory InstrumentManufacturing) with a small business size of 500 employees; respectively. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by Friday, August 5, 2011, no later than1:00 PM Pacific Time, to the contract specialist, Huy Ton, email Huy.T.Ton@nasa.gov, andmust include a firm fixed price. Quotations must also include: solicitation number,proposed delivery schedule, discount/payment terms, warranty duration (if applicable),taxpayer identification number (TIN), identification of any special commercial terms, andbe signed by an authorized company representative. The provisions and clauses in the RFQ are those in effect through Federal AcquisitionCircular (FAC) 2005-53.
