- The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the contractor being the only service-provider able to meet our needs due to their expertise and current work on all projects. The Government intends to solicit and negotiate with Advanced Resource Technology, Inc., 1555 King Street Suite 400, Alexandria, VA 22314-2738, for Multilingual Human & Computational Translation Services. Multilingual Human & Computational Translation Services include: Linguistic Data Refinement and Processing - The Contractor shall provide basic, industry-standard processing of linguistic data (speech recordings, text, and document images) required to prepare such data for use in ARL's computational linguistics research - specifically, in developing, customizing, or evaluating Optical Character Recognition (OCR) and machine translation (MT) components and systems. The data shall be multilingual and specific tasks may include English, Arabic, Persian-Farsi, Dari, Pashto, Urdu, Chinese, Korean, or African languages (Swahili, Zulu). The Contractor shall also provide human-in-the-loop translation. Personnel Requirements: The Contractor shall provide native or near-native speaker skills in the language of the specified document images, native or near-native speaker skills in the specified language into which text is to be translated, coupled with either native skills or academically trained language expertise in the language from which text is to be translated, and native skills or academically trained language expertise in the languages of alignment. Software Integration, Test & Evaluation - The Contractor shall perform integration, tests, and evaluation of Government-provided software for processing linguistic data: Optical Character Recognition (OCR) and machine translation (MT) as well as preprocesses such as document image segmenters and automatic language identification and post-processes such as keyword search and entity extraction. Personnel Requirements: The Contractor shall provide software engineering and computer science expertise, and ability to read the language in which data is input to the processing software. Computational Linguistics Research Assistance - The Contractor shall conduct research tasks under ARL guidance, and with ARL-provided data, in the areas of (1) discovering and analyzing linguistic features that contribute to translation accuracy, (2) generating linguistically motivated test sentences, (3) developing hybrid statistical-symbolic MT, (4) refining metrics for evaluating MT, (5) improving cross-language document search and retrieval, and (6) processing of massive language data sets (such as the Anfal collection in Arabic). Personnel Requirements: The Contract shall provide expertise in linguistics (theory, research, and practice), in computer science as applied to natural language processing or computational linguistics, and in the languages specified for the tasks. Intelligent Automated Data Collection Processing - The Contractor shall design and develop an intelligent automated data collection process that can be leveraged for statistical and visual analysis. The Contractor shall alter the Component-Based Routing software to support user defined DLLs, allowing CBR to have plug-ins for different components. Highly Parallel Human Translation - The Contractor shall provide native-speakers who are also fluent in English to act as translators from the countries listed under Linguistic Data Refinement and Processing above and to serve as leads for Government-directed projects. These translators shall have studied in a university in their native country, received formal linguistics training in their native tongue as well as English, and be subject matter experts with experience in the areas ARL requests (ex. Medical, legal, military). The Contractor shall translate Government-provided text using ARL's unique style, which involves micro-development cycles where the Contractor and Government send small amounts of text back and forth for analysis and translation to be input into our MT programs using the human-in-the-loop method. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
