- Non-Disclosure Agreement (NDA) _ required to receive attachments Past Performance Questionnaire Requeest for Proposal In the Federal Energy Regulatory Commission (Commission), the Office of Energy Projects (OEP) is responsible for regulating nonfederal hydropower development consistent with applicable laws and FERC regulations, and ensuring that environmental and other concerns are adequately addressed before any Commission action. Nonfederal entities may study or develop hydroelectric development at federal dams. OEP recommends Commission action or acts as the Commission's delegate on applications for preliminary permits, licenses, amendments of license, and exemptions from licensing, for nonfederal waterpower projects affecting navigable waters, waterpower projects at government dams, or effecting interstate commerce. FERC is seeking a contractor for assistance in the processing of preliminary permits by reviewing the preliminary permit application for adequacy, preparing a draft of the appropriate notice and when appropriate prepare a draft preliminary permit order for issuance. The satisfactory completion of these tasks will require the Contractor to perform specific activities and provide deliverables described in the task order according to standard Commission schedules and format. The contractor may be called upon to review either conventional or hydrokinetic preliminary permit applications. The Federal Energy Regulatory Commission (FERC) intends on issuing a single-award Blanket Purchase Agreement (BPA) as a result of this solicitation.
