Description
The Department of Interior (DOI), National Business Center (NBC) is conducting market research for the NBC objective to provide us with network available virtual machines in intel and sparc formats. The high level of objectives are as follows: -Responders must operate in secure facilities that meet government requirements as stated in the most current version of NIST SP 800-53 Rev. 3, NIST SP 800-37 Rev.1, and NIST SP 800-34 meeting a security classification of 'High'. -Responders must be able to guarantee 99.9% availability of virtual servers -Facilities must be located within the continental United States. -Support personnel must be authorized to work under the buy America Act and HSPD-12 requirements, and must access the system from an approved location. -Responders must fully describe their virtual hosting environment to include: hardware, virtualization software and management software -Intel virtual machines must be able to run windows or redhat linux operating systems -Sparc virtual machines must be able to run Solaris Container clustering operating systems version 10 -Network connectivity must be trusted internet connection (TIC) compliant as per http://www.gsa.gov/portal/content/104213 -Systems must be monitored for availibility and trend analysis with alerting to NBC personnel at their request -Initial quantity of solaris machines would be: 100 dual cpu images with 2 GB RAM 100 quad cpu images with 4 GB RAM 8 octuple cpu images with 16 GB RAM 4 octuple cpu images with 35 GB RAM Initial quantity of intel machines would be: 37, dual cpu images with 2 GB of RAM 35, quad cpu images with 4 GB of RAM 3, quad cpu images with 24 GB of RAM 3, quad cpu images with 32 GB of RAM 2, octuple cpu image with 16 GB of RAM This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS OR REQUEST FOR QUOTE. The Government will not issue an award based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information." This is strictly market research and the Government will not entertain questions concerning this market research. The vendor responses must demonstrate their expertise, experience, certification and education level in providing the services. Please note that failure to specifically demonstrate capability to provide the required services in your response to this market survey may affect the Government's review of industry's ability to perform these services. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements Vendor responses must include the following:- Pricing that goes with the product - Duns Number - Company name and address with point of contact, email, and phone number - Specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company - An explanation of their virtualization techniques to include provisioning and management - An explanation of their general maintenance procedures, to include facilities, hardware and software with the associated change controls for each - An explanation of their performance management techniques to include customer reports, monitoring, alerting and escalation procedures. - An explanation of the Vendor's policies regarding damage or loss of customer data - An explanation of their redundancy and resiliency plans with respect to continuity of operations - A discussion of the customer storage provisioning process (How do we get more storage? How do we turn back storage?) - A discussion of the cleansing process for returned storage. - A discussion of the customer vm provisioning process (How do we get new vm's? How do we shut off vm's) - A full discussion of the basis of billing customers broken down into one-time and recurring cost - An explanation of customer access techniques (How do we administer our systems?) - An example invoice (with sensitive items removed) - Any information on 'green' it supports in the vendor's offering -An explanation of inter-machine connectivity with respect to performance and security options available (how do we design a 3-tier applications - Vendor responses should not exceed a total of twenty (20) pages, singled-spaced, 1" margins, font size Times New Roman 12. - Submit response electronically to Kathrine_M_Stewart@nbc.gov, no later than 12:00 pm (MST) on July 22nd, 2011. Responses to this RFI will not be viewed as a binding commitment to develop or purse the requirement.
