- SYNOPSIS TO ANALYSIS THE ECONOMIC AND ENVIRONMENTAL IMPACTS FROM THE INCREASED USE OF RENEWABLE FUELS IN THE U.S. TRANSPORTATION SECTOR The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR Part 13.501, with Research Triangle Institute (RTI) International, Inc. The nature of the acquisition requires a contractor that possesses the unique capability/capabilities of understanding how changes in U.S. renewable fuel demand in the transportation sector impacts the domestic and international agriculture sector in terms of economic and environmental effects. Many of the policies needed to be analyzed have not been well studied in the past, and may therefore require conducting new analysis, or modifying underlying assumptions or updating current analysis with more recent information. Research Triangle Institute (RTI) International, Inc. has the capability to analyze the domestic and international impacts of the increased use of renewable fuels in the U.S. transportation sector using highly detailed, partial-and computable general- equilibrium economic models that provide the necessary information for EPA?s current and future analyses. Specifically, these models include, but are not limited to, the Forest and Agriculture Sector Optimization Model (FASOM), the Global Trade Analysis Project (GTAP), and the Applied Dynamic Analysis of the Global Economy (ADAGE). This procurement will be accomplished under the non-commercial item procedures in FAR Part 13. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish that the respondent has the ability to meet the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
