- Statement of Work The Department of Agriculture, Foreign Agricultural Services (FAS) has a requirement for the design, development and delivery of a customized training course that focuses on Developing Effective Food Industry Retail Market and Merchandising Strategies. This combined synopsis/solicitation is open to all Offeror's based in the United States and is in accordance to FAR Part 5 as full and open competition. All vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date, in the form of an email to the point of contact listed in this solicitation. All submissions should be in accordance with the stipulations set forth below: This solicitation is open to all vendors under NAICS Code 611430 (Professional and Management Development Training) 1. Quote shall be based upon the attached Statement of Work (SOW). 2. Quotes will be evaluated based on best value with the evaluation criteria listed below. 3. All quotes shall include not only the total cost, but all costs associated with the requirement. EVALUATION 52.212-2 EVALUATION -COMMERCIAL ITEMS (JAN 1999) The contract awarded as a result of this Request for Proposal (RFP) will be an integrated assessment of the results of the evaluation based on the evaluation factors and their relative order of importance, as indicated below. Award shall be made to the Offeror whose RFP is determined to best meet the needs of the Government after consideration of all factors. The two (2) technical factors - Technical Acceptability and Past Performance when combined are more important than Cost (non-technical factor). "Best value," for the purpose of this RFP, is defined as the procurement process that results in the most advantageous acquisition decision for the Government and is performed through an integrated assessment and trade-off analysis between the non-cost/price factors and cost/price factors. Ultimately, the source selection decision will take into account the Contractor's capability to meet the requirements of this solicitation on a timely and cost-effective basis. Accordingly, the Government may award any resulting contract to other than the lowest priced Offeror, or other than the Offeror with the highest technical rating. FACTOR 1: TECHNICAL ACCEPTABILITY Technical acceptability is the most important factor for the acquisition and will be evaluated for its quality and evidence of the extent to which the contractor's solution will achieve the stated objectives as outlined in the SOW. The evaluation will include an assessment of whether the contractor's solution: Demonstrates a thorough and comprehensive understanding of the development and delivery of a customized training course outlined in the SOW. FACTOR 2: PAST PERFORMANCE The Offeror will be evaluated on the Offeror's proven ability to meet technical acceptability for similar efforts in the recent past. The Offeror should provide a narrative of experience for similar courses or workshops. The narrative should address when the workshops or course was taught and the approximate number of students. NON-TECHNICAL FACTOR Cost (Non-technical Factor): The Offeror is to demonstrate the ability to provide a sound competitive offer associated with the services identified within the solicitation. The government will evaluate the Offeror's cost for fairness and reasonableness. Cost, while being an important factor, it is not in and of itself the determining factor in the selection of the successful Offeror for award of the contract by this solicitation. Cost is not scored or weighted; rather, each Offeror's cost will be evaluated for fairness and reasonableness. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions required to Implement Statues or Executive Orders -Commercial Items, apples to this acquisition. CONTRACTOR'S QUESTIONS All questions pertaining to this solicitation shall be submitted electronically only to Aubrey McKinney at Aubrey.mckinney@wdc.usda.gov. The deadline for receipt of questions or clarifications is July 28, 2011 at 1:00 p.m., EDT. Phone calls will not be accepted for questions pertaining to this solicitation. Amendments shall be issued for all responses to questions and if any part of the RFP is modified as a result of questions received. PROPOSAL DUE DATE Proposals shall be submitted to Mr. McKinney no later than, August 4, 2011 at 1:00 p.m., EDT. SUMMARY RATINGS Summary ratings focus on the strengths and weaknesses of the Offeror's technical acceptability, past performance and solution as demonstrated by the written proposal. Assigned ratings will reflect the consensus developed by the Evaluation Panel's assessment of the proposed approach to accomplishing the stated objectives
