Description

VA Health Care System, Fargo, North Dakota is seeking potential firms that have the capabilities for Project 437-11-106, Replace/Upgrade Building Automation System. Contract completion is 547 calendar days after Notice to Proceed. Anticipate this invitation for bids to be issued as unrestricted, full and open competitive. Estimated dollar value is between $250,000.00 and $500,000 bid bond is required at submission of bids. Performance and Payment bonds will be required within 10 calendar days of contract award. Bidders must be registered in the following sites: www.vetbiz.gov, www.orca.bpn.gov and www.ccr.gov. DESCRIPTION: This project shall replace and upgrade the current Fargo VA Health Care System controls system pursuant to the information given in the following Scope of Work and the Construction Documents for Fargo VA project 437-10-105/437-11-106, Replace/Upgrade Building Automation System. This replacement system is to make improvements upon the existing building controls systems. Work shall include, but shall not be limited to: demolition of all existing system wiring and components noted, incorporating system components to remain in place with the new system, new construction, mechanical, controls and electrical work. Work shall involve installing an integrated replacement system infrastructure utilizing server based applications and achieving Direct Digital Control at terminal points. The primary system shall include a PC supported Front End and be licensed and hosted on a server to allow system access from any networked PC. The replacement system specified can be an expansion of the current Trane Tracer Summit system, or any other system as approved by VA technical review. Any selected replacement system must have the ability to operate using both BACnet and LONworks language to ensure the highest degree of flexibility possible. Open source protocol is necessary for allowing the VA authorized personnel to modify system characteristics as necessary to respond to change. Work shall include the changing controls on the chillers, pumps, air handling units and associated components and more as required by the Contract Documents. This solicitation is anticipated to be available on www.fbo.gov on or about August 15, 2011. Requests for solicitation documents made by telephone, fax, or e-mail will not be honored.
