Small Business Set-Aside: Total Small Business
Description: (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued.(ii)This is a Request for Quotes (RFQ) and the solicitation number is P11PS41387, NER - FLNI - Flight 93 National Memorial requires the following: Rental of Gasoline Powered Golf Carts. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. (iii)This solicitation is a total small business set-aside, NAICS 532292, Recreational Goods Rental, with a small business size standard of $7.0 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Flight 93 National Memorial has a requirement/need for Rental of five (5) two-passenger gasoline powered golf carts and Seven (7) six-passenger gasoline powered golf carts for five (5) days at various locations at the Flight 93 National Memorial site. (v)DESCRIPTION OF REQUIREMENT: The scope of this work includes all labor, equipment, materials, fuel, delivery, pickup and overhead to provide twelve (12) gasoline powered golf carts for five (5) days for the 2011 Flight 93 National Memorial ceremony. I.TASK #1: SEPTEMBER 8, 2011, provide and deliver the rental of five (5) two-passenger gasoline powered golf carts and the rental of seven (7) six-passenger gasoline powered golf carts for five (5) days, at the Flight 93 National Memorial site. DELIVERY will be to two (2) different sites at the memorial which are approximately one mile apart. Allocation of the 12 golf carts to the two locations will be provided upon delivery. The carts shall be completely full with fuel when delivered and the National Park Service (NPS) will return the golf carts full with fuel (so there should be no fuel charge included in price). VENDOR SHALL COORDINATE DELIVERY WITH CONTRACTING OFFICER'S REPRESENTATIVE (COR). II.TASK #2: SEPTEMBER 13, 2011, Vendor will pick up five (5) two-passenger gasoline-powered golf carts and seven (7) six-passenger gasoline powered golf carts at various locations at the Flight 93 National Memorial site. VENDOR SHALL COORDINATE PICKUP WITH COR. (vi)LOCATION: Flight 93 National Memorial, 109 West Main Street, Suite 104, Somerset, PA 15501 (Various locations within Flight 93 National Memorial). (vii)SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery and pickup.(viii)SCHEDULE: The actual time frame for delivery, and pickup of rental golf cartsa)DELIVERY:SEPTEMBER 8, 2011 10:00 AM TO 1:00 PMb)PICKUP: SEPTEMBER 13, 2011 ANYTIME (ix)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.A firm fixed price quote, using the attached bid schedule.2.Three (3) references of the proposed equipment delivered within the past three (3) years3.Applicable warranty information 4.Name, phone number, and address of your point of contact. (x)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (xi)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xii)PERIOD OF PERFORMANCE: September 8, 2011 - September 13, 2011.
