Description
In accordance with FAR Subpart 6.3, the U.S. Environmental Protection Agency (EPA) Environmental Response Team intends to award a fixed-price purchase order to Saphymo GmbH. This justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1, only one responsible source and no other source will satisfy the Agency's requirements for this item.Saphymo GmbH. (formerly Genitron Instruments GmbH) is a designer and manufacturer of advanced gamma exposure rate measurement instrumentation. The equipment being repaired and calibrated under this procurement was procured from Saphymo GmbH under a prior EPA award.Several other equipment purchased by EPA from this same manufacturer have been repaired by this company as well. Repair and calibration of this equipment is necessary to provide the agency with response readiness capability of this equipment. In addition, data from these systems will be able to be incorporated together easily with data from the other systems to provide spatial representation of contaminated areas by standardizing of equipment from one manufacturer. The data collected by this technology will provide On-Scene Coordinators, Health Physicist, Toxicologists, and Federal Health experts with ready access to radiological specific information to facilitate decision making during radiological or nuclear terrorism, nuclear power plant disasters, non-terrorism radiological environmental emergency responses, and other CERCLA removal or remedial actions. In addition, this technology directly supports the EPA Office of Homeland Security focal area that directs the agency t o ?Develop appropriate/effective technologies to lessen the time frame for characterization and decontamination? for widespread contamination of populated areas following a radiological dispersal device (RDD).?The repair and calibrationservices or capabilities are not available from other vendors. There is no pending competition which resembles this application. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
