Attached is Drawing 2 of 9. Attached is the specifications for the Cold Room. The solicitation number is NHLBI-CSB-(HG)-201-267-DLM and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53, July 5, 2011. This is set aside for small business. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions, COAC Services Branch, has a requirement for the National Human Genome Research Institute (NHGRI), Inflammatory Disease Section. One of the focuses for the NHGRI laboratory is the identification of the function(s) of the protein, pyrin, and the relationship it has to auto inflammation. These works consists of isolation of protein from cells, which we then quantify, as well as stimulation of cells and determine cytokine production. A lot of these procedures require constant cooling and need to be performed in a cold room. Because addition equipment maybe needed to complete protein extraction, electrical outlets are required. A functional cold room is CRITICAL in maintaining productivity. Failure of equipment will cause a delay in data collection and may result in the loss of irreplaceable samples. The Inflammatory Disease Section is seeking to procure a 4 degree C cold room for refrigerated storage of bulky items and as a 4 degree C space in which experiments can be performed. The experiments must be performed in a 4 degree C space that has sufficient room to accommodate the researcher as well as the experimental materials to allow constant researcher contact and monitoring and therefore cannot be performed in a 4 degree C cabinet, such as a large refrigerator. Site Visit : A site visit will be held to address any questions. August 9, 2011, 9:30 a.m. National Institute of Health 13 South Drive, Building 13, Room CR 208 Bethesda, Maryland 20892 SUMMARY: (Please see Attachment 1 for the Required Specifications for the Controlled Environment Rooms and Attachments 2-9 for the Drawings) Section Includes : Prefabricated walk-in controlled environment rooms of the following types: 1. Cold Rooms. Related Sections : • Division 9 Section "Non-Structural Metal Framing" for reinforcement in metal-framed gypsum board partitions required for installing prefabricate components and concealed within other construction before controlled environment room installation. • Division 10 Section "Laboratory Casework" for cabinets and countertops installed within controlled environment rooms. • Division 21, 22, 23, 26, 27 and 28 Sections for connecting service utilities to controlled environment rooms. Piping, wiring and connections integral to controlled environment rooms are specified in this Section. • Division 26, 27, and 28 Sections for surface mounted electrical raceways, wiring, communication, safety and security devices, if any, within controlled environment rooms. • Division 28 Sections for electronic security devices and wiring to controlled environment rooms. System Description : A. Design and provide complete, functional, prefabricated controlled environment rooms constructed of insulated metal panels, mechanical equipment, controls, and other equipment necessary for the environmental condition specified. • Must include the wall-mounted shelving and the electrical outlets so that the integrity of the unit is not compromised by adding these features after installation of the unit. • Controlled environment rooms shall be shipped in sections for field installation. Sections shall be designed to pass through standard door openings without interference. Controlled environment room construction shall allow for future disassembly and relocation. • Provide refrigeration piping integral to controlled environment rooms, and between rooms and remote condensing units. • Provide electrical power and control wiring, and receptacles integral to controlled environment rooms. Provide control wiring between controlled environment rooms and remote condensing units. • Provide and seal penetrations through controlled environment room insulated panel system required by Division 21, 22, 23, 26, 27 and 28 Sections. This requirement is under the North American Industry Classification System (NAICS) 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, Size Standard is 750 employees. Proposals are due August 19, 2011 by 7:30 a.m., Eastern Time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government's requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror's proposals must include itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. Note: In order to receive an award from NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov, and ORCA https://orca.bpn.gov/login.aspx. The proposal must reference the Solicitation number NHLBI-CSB-(HG)-2011-267-DLM. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, MD 20892-7902, Attention: Dorothy Maxwell. Response may be submitted electronically to maxwelld@mail.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
