Description
This is a synopsis/pre-solicitation notice for Non-Personal Family Lifecycle Support Services. The Government intends to conduct this acquisition as a small-business set aside. Solicitation number W9133L-11-R-0011 will be issued as a Request for Proposals. The NAICS code is 624190, Other Individual and Family Services, and the business size standard for this NAICS is $7.0 million. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov and have Online Representations and Certifications Applications (ORCA) at http://orca.bnp.gov. The base period of performance for this contract will be from September 20, 2011 through September 19, 2012 with four option periods of 12 months each. Description of Requirement - See attached documents The Government anticipates awarding multiple (two or more) IDIQ Contracts to the responsible Offerors whose proposals conform to the solicitation and are deemed the best value to the Government. The following factors will be used to evaluate proposals: Cost/Price, Technical/Management, and Past Performance. The evaluation factors are rated and defined further in the Solicitation. There are FAR, DFARS, AFARs, NGFAR and other provisions/clauses that are applicable to this solicitation. The Government intends to award a Family Assistance initial task order immediately after IDIQ award. While not mandatory, Offerors are encouraged to submit a task order proposal volume for evaluation. The proposals for the individual task order, while submitted with the IDIQ proposals, will be separately evaluated using criteria set forth in the task order attachment. The Final Solicitation is expected to be posted to this website on 01Aug11. The deadline to submit proposals is 2 PM EST on Thursday, September 1, 2011. Offers will be accepted via mail or hand delivery. Email and faxed offers will not be accepted. The Government reserves the right to modify these dates and times. All changes will be posted on this website.
