- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is F1M2X31181A005Mastercam. The 628th Contracting Squadron, 101 E. Hill Blvd., Charleston AFB SC, requires Mastercam CAD software upgrades at the 427th Maintenance Squadron at Joint Base Charleston, South Carolina. The 628th Contracting Squadron intends to make an award to Barefoot CNC, 333 Sanford Drive, Morganton, NC 28655, for the purchase of a software upgrade to include: 1.) Mastercam Mill Level 3, Simultaneous 4 and 5 axis machining capability for Mill Level 3, Art Solids & True shape nesting upgrade to SIM dongle #112803, 2.) Mastercam Lathe add-on upgrade to SIM dongle #112804, 3.) Mastercam Lathe add-on & True shape nesting upgrade to SIM dongle #118246, 4.) Mastercam Lathe add-on & True shape nesting upgrade to SIM dongle #118247 and 5.) A Mastercam 1 year maintenance agreement (add ons) for the above listed items. Market research was performed and information gathered in determining this company to be the only source for this requirement in the US. In accordance with FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to response to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Justification for the Sole Source follows: Mastercam Computer Aided Design software is already installed in the equipment used by the 427th Maintenance Squadron in the Aircraft Metals Technology Shop to program aircraft parts and repairs. Upgrades and licenses are required to continue using this software. Mastercam is the only manufacture of this software and Barefoot CNC is their only authorized dealer for South Carolina.
