- Description
- 1) The Air Force Office of Scientific Research intends to procure ongoing specialized resident research from National Academy of Sciences, 2101 Constitution Ave NW, Washington DC 20418-0006, on a sole source basis as the only responsible source that can provide the services required without signification duplication of effort and costs. The Government intends to acquire these services on other than a full and open competitive basis with National Academy of Sciences under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, as implemented by FAR 6.302-1. 2) These services are required for a period encompassing 01 December 2011 through 30 November 2012. During this period, National Academy of Sciences will be responsible for the continuation of the research efforts of which are provided at the following website: http://nrc58.nas.edu/aodir/newawardees.asp?mode=labalpha 3) The purpose of the sole source approach of this synopsis is to enable the sustained continuation of specialized research that is currently underway. Additional efforts have been solicited under full and open competition for those who are interested in providing services to obtain newly initiated research in support of the Air Force mission. (Request for Proposal FA9550-11-R-0001) 4) This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the applicable Air Force program management office to determine if it can meet the above unique specifications described herein. 5) An original and one copy of the capability statement must be received in the Air Office of Scientific Research (AFOSR), ATTN: Paul Lauro, 875 North Randolph Street, Suite 325, Room 3112, Arlington VA 22203, on or before 4:00 PM EST on August 5, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the address stated above. 6) All questions/inquiries must be in writing through email to Kathleen Islas, Contract Specialist, kathleen.islas@afosr.af.mil and Paul Lauro, Contracting Officer, paul.lauro@afosr.af.mil; or by mail to the following address: Air Force Office of Scientific Research, ATTN: Paul Lauro, 875 North Randolph Street, Room 3112, Arlington, VA 22203. 7) A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 8) In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
