Description

The U.S. Fish and Wildlife Service invites proposals for UV Disinfection System Replacement and Modification at the Green Lake National Fish Hatchery located in Ellsworth, Maine. The work under this project consists of furnishing all labor, materials, and equipment required to perform work as specified. The work includes installation of monorail hoist system, removal, salvaging, recycling and disposal of existing UV system components, piping, steel structures, instrumentation, electric panels, wiring and devices; and provide new UV disinfection system, new and modified water distribution piping, foundations, painting, valves, fittings, controls, instrumentation, electrical distribution and related work. The estimated magnitude of this project is between $500,000. and $1,000,000. The NAICS code is 237110. This procurement is unrestricted. The solicitation package including technical specifications, drawings, and proposal documents will be posted to www.fbo.gov on or about August 11, 2011. Proposals will be due on September 13, 2011 by 4:00 pm (EST). This solicitation requires submission of past performance information, which shall be evaluated as part of a Tradeoff/Source Selection process. The evaluation criteria for award are; Total Project Price (40%), and Past Performance (60%). Evaluation factors other than price are significantly more important than price. Offerors must provide documentation of past projects completed of similar size and scope sufficient to display their ability to incorporate UV into active national fish hatcheries and their ability to install pre-engineered UV systems and all associated electrical/mechanical infrastructure. Must show experience with similar sized or larger UV units and controls applied at State/Federal/Private hatcheries, with references. Interested contractors must be registered at the Central Contractor Registration (CCR) website at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov, to be eligible for award. Department of Labor Davis-Bacon wage rates will apply to this work.
