Description
Arcata Associates, Inc. has a requirement for 1 each Amplifier System 370-450 MHz1000 WATT.Arcata Associates, Inc. intends to purchase the items from WV Communications, Inc. 1176Tourmaline Drive Newbury Park, CA 91320This procurement supports a mission essential EFTS System; The Enhanced FlightTermination System, This procurement will be awarded as a firm-fixed price contract. WVCommunications will be responsible for delivering the EFTS System Amplifier. WV Communications is the only manufacturer capable of satisfying all the NASA DFRCrequirements model SYS1021 is designed to amplify RF signals in the 370 MHz to 450 MHzrange. It will amplify a 1 milliwatt (0 dBm) RF input Signal to 1000 Watts (+60 dBm)meeting today's requirements as well as upcoming future requirements.WV Communication has demonstrated its ability to meet these requirements effectively andwithin budgetary constraints set aside by NASA DFRC WATR for this procurement.Procurement of another manufacturer's equipment would significantly increase theprocurement cost due to other manufacturer's equipment not being a fully developedproduct at this time.Mission impact risk will be significantly reduced due to WV Communication's ability tomeet our requirement with Commercial-Off-The-Shelf (COTS) equipment with short lead time.Other manufacturers do not have a COTS solution and would require long lead time due toengineering, development, production and delivery delaysInterested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon August 09, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
