Description
MENTAL HEALTH BID SPECIFICATIONS I. PERIOD OF PERFORMANCE Offeror shall submit annual price quotes for the base period of 2 years, October 1, 2011 through September 30, 2013 with 3 1 year extensions. Each extension year will be awarded based on an annual performance review, contingent on receiving Department of Labor approval funds for payment of services. In accordance with the directions of the National Office of Job Corps, yearly cost increases will be predicated upon U.S. Department of Labor direction. II. STATEMENT OF WORK The Mental Health services to be provided will include, but will not be limited to, those Mental Health services enumerated in the Job Corps Federal Regulations (Title 20, Code of Federal Regulations, 638.510 amended) and Policy Requirements Handbook (PRH) Chapter 6 and appendices. III. QUALIFICATIONS The Mental Health Consultant must be able to provide, to the Center, all current and valid licenses and insurance information needed to practice in the State of New Mexico and as outlined in the PRH. IV. SCOPE OF SERVICES 1. The services of the Mental Health Consultant or designee will be made available to the Center as follows: a. Such services will be provided to average a minimum of Twenty-two (22) hours per week, to include any off-Center consultation and emergency on-call services. b. The Mental Health Consultant will be fully supported by the Center's in-house medical staff and resources in providing: 1. On-Center consultation and training for Center staff, to include: a. Of the minimum required coverage 1/3 of the hours must be used for staff training development & consultation; 1/3 hours to provide clinical services to students, and 1/3 hours to be used to support the TEAP program. b. Consultation concerning on-going problems of students to Center health staff, counselors, residential advisors, instructors, and other appropriate staff. c. Assistance with program development for the purpose of meeting the life crises of enrollees in constructive ways. d. Staff training and education in mental health principles and techniques. This may include, but will not be limited to, coping with problems of alcohol or drug misuse, sexuality, and aggressive behavior. e. Program consultation to the Center Director and administrative staff as needed. 2. Direct services to students on and off Center, to include: a. Diagnostic and evaluative services as inpatients or outpatients, including, but not limited to, crisis intervention, when requested. b. Appropriate referral for students who must be medically terminated for Mental Health reasons. c. In TEAP program, per PRH 6. 3. The development, implementation and monitoring of the total Center Mental Health Program, including: a. Advice to the Center Director and health service staff in all mental health related matters. This shall include, but not be limited to, enrollee terminations for mental health reasons. b. Development of a system to promote the coordination and integration of the mental health program with other Center programs and activities (through the Center Director, Administrative Services Director, and Human Resources Supervisor) as applicable. c. Ensuring the maintenance, confidentiality and safeguarding of all mental health records. d. Issuance and maintenance of Treatment Guidelines regarding mental health matters as prescribed in PRH 6. e. Treatment and/or consultation in emergency situations. f. Provision for twenty-four (24) hour emergency coverage via on-site or telephone coverage. g. Provision for coverage by a qualified substitute, previously approved by the Center, during the absence of the Mental Health Consultant as approved by DOL. 2. The Mental Health Consultant may be called upon to offer "emergency" treatment or telephonic advice (in the case of extreme emergencies) at hours of the day other than those specified in Paragraph B1 (a) above. 3. Services shall be made available: a. At the Center b. At the Mental Health Consultant's office; or c. At such other locations as directed by the Center Director and the Mental Health Consultant to meet the needs of the students. V. DOCUMENTS All publications and documents referenced herein are available for inspection (by appointment) at the Albuquerque Job Corps Center. VI. PAYMENT FOR SERVICES The Center will pay the independent contractor upon presentation of a monthly itemized invoice for services rendered. Any third party payments will be credited to the center. The offeror will provide in detail price quotes for the base period of October 1, 2011 through September 30, 2013. Each extension will be awarded based on an annual review and contingent upon receipt of Department of Labor approval and funds for payment of services. VII. TERMS OF AGREEMENT The independent contractor agrees to adhere to the policies, procedures and guidelines established by Job Corps. It is mutually agreed that the Mental Health Consultant will have primary responsibility to implement the program outlined above. The Mental Health Consultant will be assisted in the development, implementation and operation of the Mental Health program by the Supervisor of Health Services, the Center Director, and the Regional Mental Health Consultant who will act under guidance and direction from the U.S. Department of Labor, Job Corps, Washington D.C. VIII. TERMS AND CONDITIONS Under the agreement, the individual or Mental Health subcontractor shall be an independent contractor and not an employee or agent of DEL-JEN, INC. or the Department of Labor, Job Corps. The contractor agrees to indemnify and save harmless the Center and the U.S. Department of Labor, Employment and Training Administration from any and all judgments, orders, awards, cost and expenses, including attorney's fees, and also claims on account of damages to property or bodily injury, including death, which may be sustained by themselves or employees in connection with work performed. This indemnification shall be through provision of a certificate of professional liability insured in the minimum of $1,000,000. The agreement may be terminated at any given time by either party upon a thirty (30 ) day written notice to the other, effective thirty (30) days after acknowledging receipt of the notice. The independent contractor agrees to make no public statements concerning Job Corps students or Job Corps activities without prior written approval of the Center Director or the designated representative. All research and/or publications relating to Job Corps health activities will be cleared through the Center Director, and the Health Office, U.S. Department of Labor, Job Corps, Washington, D.C. The agreement will contain the entire agreement between the parties. It may not be modified or added to except by a written instrument signed by both parties. The agreement will, in general, conform to the terms and conditions of this Invitation For Bids (IFB) with such additions and/or modifications as are mutually agreed upon by the two parties. The agreement is subject to approval by the U.S. Department of Labor. IX. CONTRACT BIDS Bids must be submitted to the Purchasing Agent or Director of Administrative Services by August 26, 2011.
