Description
THIS IS A "SOURCES SOUGHT" ANNOUNCEMENT ONLY. This is not a solicitation announcement nor a request for proposals or quotes and will not obligate the Government to award a contract for the services described herein. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested in and capable of performing the work described, relative to the NAICS code 621111 "Offices of Physicians (except Mental Health Specialists)" with a small business size standard of $10.0 million. The West Texas VA Medical Center in Big Spring, Texas is seeking potential sources among health care providers capable of providing Echocardiogram and Holter Monitor interpretations from a qualified Cardiologist. Interpretations will be performed at the contractor's facility. Physicians shall maintain proficiency in echocardiogram interpretations, a minimum of 25 per month. The contract under consideration is an Indefinite Delivery Requirements type with firm fixed pricing with a period of performance to be a base year and four additional options years to be exercised at the sole discretion of the Government. Services will include, but are not limited to: 1) Complete performance of echocardiogram procedures to include providing all supplies, equipment, personnel, and services necessary to interpret echocardiogram and Holter monitor studies for the Big Spring VA Medical Center (VAMC). DVD's containing the echocardiogram studies will be delivered to the contractor. Printouts of the Holter monitor reports will be provided as well. 2) The contractor will be required to provide a final dictated report to Big Spring VAMC Diagnostic Services within forty-eight hours of receiving the DVD's with the echocardiogram study and the printout of the Holter monitor reports. 3) All DVD's are required to be returned to the Big Spring VA Medical Center along with the original, signed echocardiogram and Holter monitor reports. All echocardiogram and Holter monitor reports will become the property of the Department of Veterans Affairs. Routine Echocardiogram and Holter monitor interpretation results should be returned to the Big Spring VA Medical Center within forty-eight hours of receiving the DVD's with the study as well as those of the Holter monitor reports. Urgent/STAT Echocardiogram final interpretation wet-read results are called to the ordering provider within 24 hours of DVD delivery; hard copy results should be returned within 48 hours of receiving the VCR tape of the study. The contractor must be able to electronically correct patient records to ensure patient privacy and security. Handwritten corrected reports will not be accepted. The Government will monitor monthly the timeliness in which it receives the reports back from the contractor and the return of all DVD's to ensure they are returned in the timeframes stated. The Government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered (e.g., professional judgments, diagnosis for specific medical treatment), in accordance with FAR Part 37.401(b). The contractor will be required to indemnify the government for any liability-producing act or omission by the contractor, its employees and agents occurring during contract performance. One critical element the Government will address during this exploratory phase is to attempt to determine contractor capabilities. Accordingly, we request if this is a service you have substantial experience with, are capable of providing and would be interested in performing, you contact us and provide a brief history of your related experience. Selection will be based on past performance and technical capability. A determination will be made once all information is reviewed for the type of Small Business set-aside concern. However; if the government receives inadequate responses from Small Business concerns, the government will use all information obtained from this sources sought request to determine what type, if any, set-aside to utilize. All contractors MUST be registered in CCR and ORCA to do business with the federal government and annually ensure the information is current at the Business Partner Network http://www.bpn.gov.
