Description
Questions and Answers: 1.What type of specific hazardous materials are to be included in this contract by the control center? Answer: See PWS paragraph titled SARSS Requirements. The paragraph identifies the types of supply classes to be encountered. 2.Are disposal costs involved for the various type of hazardous materials? Answer: No 3.What are the requirement changes from the current contract to those in this solicitation? Answer: Potential contractors should be focusing on the requirements established in the PWS for this solicitation, not what has transpired in the past. 4.Reference PWS 1.7, Government Furnished Property: Will the Government provide fuel and maintenance for the Government provided motor vehicle? Answer: The Government will provide fuel. The contractor shall maintain all GFP in a serviceable ready for use condition. 5.Is the contractor required to deliver hazardous material that has been issued to the unit or can the contractor schedule a pick-up at the hazmat operations center? Answer: No. 6.What type and quantities of liquefied gases cylinders will be maintained, empty and full? Answer: Requirements are dictated by customer demands and priorities. 7.Is the requirement of an office space and related office equipment to be included? Answer: See PWS paragraph 1.7, Government Furnished Property (GFP) and Equipment, this paragraph address this question. 8.Are there specifications that indicate how many people are to be included in the staffing requirement for this control center operation at Ft Carson? Answer: The PWS has identified the requirements in order to support the mission, the Government cannot identify to potential offerers how to staff operations. Contractors must take into account all regulatory requirements and responsibilities required and staff accordingly. 9. Who is the Incumbent Contractor? Answer: VETS USA, LLC. 10. What is the Current Contract Price? Answer: Value for five years is $1,153,154.92. 11. Is there a Site Visit? If so,when? Answer: Site visit will be held on Friday, July 29th 8:30 a.m. at 5093 Tevis Street, bldg 400, Fort Carson, CO 80913. Contractors shall enter Gate 3 of Fort Carson if they have a vehicle with company markings and Gate 1 if they are driving a Personal vehicle. 12. What is the Current Contract number and when does the current contract expire? Answer: W911RZ-07-C-0003, 28 September 2011. 13. Can this award be set aside for either 8(a) contractors or Service Disabled Contractors? Answer: No, this requirement is set a-side 100% for small businesses. However, this does not exclude 8(a) and Service Disabled Contractors from providing proposals. 14.What is the vehicle preventative maintenance (PMI) and/or maintenance and repair expectations requirements expected of the contractor to ensure that Government-owned vehicles are maintained in a serviceable ready condition? 15. To what extent is the contractor expected to make vehicle maintenance repairs on Government-owned vehicles, i.e., tire rotations and replacements, oil and lubricant changes, tune-ups, major drive-train and motor repairs, etc? 16. Is the installation's motor pool/vehicle maintenance section an authorized maintenance repair facility available to the contractor for needed maintenance and/or repairs on Government-owned vehicles? Answer: This response applies to questions 14-16 directly above. 1st echelon operator maintenance required. 17. If a vehicle is out for maintenance, is there a back-up vehicle available? Answer: No 18. There is no mention as to how gasoline is procured for the Government-owned vehicles: Is the Government providing gasoline for the vehicles? Is the contractor reimbursing the Government for monthly usage? Is the contractor expected to purchase gasoline off-base? Answer: Fuel will be provided on Fort Carson at the government fuel points. 19. If the government is not going to provide vehicles to support contract requirements, what are the minimum vehicle requirements, i.e., type and number of vehicles, age of vehicles, color of vehicles, etc? Answer: See PWS paragraph 1.7 titled, "Government Furnished Property (GFP) and Equipment (GFE)". This paragraph addresses GFE vehicle concerns. **Proposals with all required plans and information shall be received no later then 9:00AM Mountain Time, 5 August 2011.** ** Questions resulting from the Site Visit on 29 July 2011 shall be submitted to nicole.mintus@us.army.mil no later than 1:00PM Mountain Time 1 August 2011**
