Description
This is a notification of the Government's intent to enter into a sole-source award under the authority of FAR 6.302-1. The Forest Service intends to award a sole source, firm fixed price contract for Vegetation Reference Data Collection for a Forest Service Vegetation Mapping Project for the Yakutat foreland area on the Yakutat Ranger District to Ducks Unlimited in the amount of $176,000. The Forest Service in the Alaska Region has worked with Ducks Unlimited under a Challenge Cost Share agreement for three years. Awarding a contract to another source would result in unnecessary duplication of cost, time and efforts already invested by the agency at this point, and ultimately result in a delay for the agency in meeting Forest Service vegetation mapping objectives, inventory and monitoring needs. A sole source requirement is recommended based on the provisions outlined in 41 U.S.C. 253(c). Continued work with Ducks Unlimited will provide continuity to previous vegetation mapping investments and facilitate an uninterrupted path for field data collection and vegetation mapping in the Alaska Region. The landscape and terrain of Forest Service-managed lands in Alaska presents extreme challenges for field data collection and Ducks Unlimited has demonstrated efficiency and innovation by using a combination of resources, including both helicopter and ground-base surveys to provide the required information for the Forest Service. In addition, Ducks Unlimited has also demonstrated significant and proficient logistic coordination and planning for field data collection for the Forest Service within the State. Awarding to Ducks Unlimited in the field data collection for the Yakutat foreland vegetation mapping project, the Forest Service will maintain programmatic continuity that will contribute significantly to the development and documentation of field data collection protocols necessary to meet the business needs requirements of the Alaska Region. Ducks Unlimited has been working in Alaska for 17 years using this type of methodology. No package is available for competitive proposals; however, interested parties may submit a statement of capability for satisfying this requirement no later than 2 pm, August 9, 2011.
