- JOFOC Statement of Work The Office Of Substance Abuse and Mental Health Services Administration (SAMHSA), through the Division of Acquisition Management, Program Support Center, intends to award a contract to the National Council for Community Behavioral Healthcare, 1701 K Street, NW, Suite 400, Washington DC 20006, on a sole source basis using the simplified acquisition procedures. The basis for restricting completion is the authority of 41 U.S. 253(1) as implemented by FAR Part 6.302-1 because only one source is available to provide the services in a manner that will satisfy the agency requirement.
