Description: This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office for Littoral Combat Ships (PEO(LCS)), intends to issue a Request for Proposal (RFP), under full and open competition, to procure Common Tow Cable Improvements, with options to procure four (4) Common Tow Cable Engineering Development Models (EDMs) in Fiscal Year (FY)13, and up to 15 Common Tow Cables each year in FY 冱 14 through 16. This requirement also includes an option for 2,000 hours of engineering support services (ESS) FY 冱 13 through 16. A draft solicitation is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. Please note this is only a draft, and elements of the solicitation may not be included or may be incomplete. Therefore, the actual solicitation, when released, may differ from this document. The release of this draft solicitation provides industry an opportunity to solicit comments and questions before the formal solicitation is released. Please direct all questions and comments in writing via e-mail to amanda.fritsch@navy.mil. The formal solicitation will be released on or about 10 August 2011 and will be posted electronically under this solicitation number at the following websites: http://www.fbo.gov and http://www.neco.navy.mil. When the solicitation is released it is anticipated that industry will have 45 days to respond. This announcement serves as a pre-solicitation notice only.
