Description
The U.S. Department of Commerce, NOAA, National Marine Fisheries Service, Northeast Fisheries Science Center, Woods Hole, MA has a requirement for the purchase of Scanmar Net Mensuration Equipment and accessories as described in the specifications provided in the solicitation. The delivery date for approximately 4 weeks from the date of award. The associated North American Industry Classification System (NAICS) code is 334511 with a small business size standard of 750 employees or less. The Federal Supply Class (FSC) is 2090. The government intends to award a firm-fixed price purchase order for this requirement utilizing simplified acquisition procedures. The Request for Quotations is only available on line by downloading from this site (www.fedbizopps.gov). It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, and any subsequent amendments. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number. All responsible sources may submit a quotation which shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. This is a Commercial Acquisition and Federal Acquisition Regulations Part 12 apply. Brand Name Justification The Northeast Fisheries Science Center conducts a biannual, fishery-independent, bottom trawl survey aboard the NOAA Ship Henry Bigelow. The NEFSC bottom trawl survey provides critical data utilized in stock assessments and fishery management decisions for approximately 45 commercial species of the North West Atlantic Ocean. To evaluate trends in fishery abundance and distribution the survey design is standardized, including gear type, survey protocols and gear performance. Since 2003, the NEFSC has used net mensuration equipment to measure and monitor trawl gear geometry and performance to ensure survey standardization through time. Several net mensuration systems are available and have been tested by the NEFSC. The Scanmar equipment has proven to be the most reliable and consistent in data quality, durability, battery performance, sensor functions, technical support and overall value to the government. The increased battery performance and better data quality translates to increased vessel efficiency while conducting the survey. Market research conducted in 2010 and 2011 has revealed that replacement and maintenance costs for comparable systems have increased since 2003 and are similar to that of Scanmar. Additionally, the NOAA Ship Henry Bigelow is currently outfitted with approximately $150,000 worth of Scanmar equipment, including hydrophones and software, and the NEFSC owns an inventory of approximately $200,000 worth of Scanmar sensors. The only sensors compatible with this system are those manufactured and marketed by Scanmar. Servicing these sensors by a source other than the manufacturer voids any manufacturer warranty on the equipment currently owned by the NEFSC. Furthermore, Scanmar net mensuration equipment has been in production for over 25 years and has been successfully utilized by other similar fishery surveys throughout the world, including the Northwest Fisheries Science Center, Alaska Fisheries Science Center and the Canadian Department of Fisheries and Oceans. Conversely, other comparable net mensuration systems are relatively new to the market, some of which have only been in production within the last 5 years, with no proven record of quality or durability. Given the required technical specifications, the proven reliability of this equipment, and system compatibility considerations, purchasing Scanmar net mensuration equipment is the most advantageous procurement option for the Government.
