- NSN 6145-00-519-2718 This notice is to announce that this NSN will be solicited in the near future. This is a combined synopsis/solicitation notice for commercial items. The associated Soliciation/Request for Quotation will be forth coming and will be available via the DLA Internet Bid Board System (DIBBS) on its issue date on or around July 26, 2011 on https://www.dibbs.bsm.dla.mil/rfp. Please refer to the aforementioned website for the complete solicitation. The response date referenced above is estimated. Note: Copies of this solicitation will only be available via the World Wide Web and hard copies are not available. All responsible sources may submit an offer/quote, which shall be considered. This is a QPL item and will be purchased from the approved sources at time of award. The requested delivery is 180 days ADO. The FOB and inspection and acceptance points are destination. All responsible sources may submit an offer/quote, which shall be considered. The solicitation will be available on its issue date on or around July 26, 2011. The solicitation will close on August 10 2011. This is an unrestricted RFQ. The Government is using the policies contained in FAR Part 13.5, Contracting Negotiation (Commercial Clauses), in its solicitation for the described supplies and services. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
