***NOTICE: The procurement method for this effort hase changed from IFB to RFP. As a result, all future activity relating to this procurement action will take place on the package with solicitation # FA8601-11-R-0116, formerly FA8601-11-B-0004. All parties desiring to receive future communication regarding this procurement action should add themselves to the Interested Parties list for this procurement action, FA8601-11-R-0116.*** Synopsis/Presolicitation: FA8601-11-R-0116 Sources Sought notice published under Projects ZHTV100034, ZHTV100061, ZHTV100062, ZHTV100063 on 20 May 2011 This notice is posted in accordance with FAR 5.2 and 36.213-2. This RESTRICTED ACQUISITION is set aside for prime contractors who are certified Small Business concerns. In order to qualify for this program, an offeror must be a Small Business concern for the below-cited NAICS code. The NAICS code is 236220 and the Size Standard is $33.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004 "Required Central Contractor Registration," Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr.gov. SOLICITATION NUMBER: FA8601-11-R-0116. The work involves four phases which include: Phase 1 - ZHTV100061 (Facility 30219): Work involves the comprehensive interior renovation and partial exterior restoration of the historical building 219. Exterior restoration includes the reglazing of the original wire-glass stairwell windows and the replacement of the west elevation entry concrete walk, stair, entry stoop, and its limestone pediments. The interior renovation involves the removal of all non-structural architectural, mechanical, electrical, and fire protection systems on the entire 3rd floor and approximately seventy percent of the 2nd floor. The interior renovation requires maintaining the full operation of the 1st floor and its occupants, as well as the 1st floor building entry and path of emergency egress, stair towers and elevator. Phase 1 includes the replacement of building 219's major HVAC, plumbing, electrical, and fire protection systems that service the entire building, as well as replacing the specific HVAC, plumbing, electrical, and fire protection systems for building 219's entire 3rd floor and approximately seventy percent of the 2nd floor, while maintaining the operation of HVAC, plumbing, electrical, and fire protection systems for 1st floor. Temporary HVAC will be required for periods of time for the 1st floor during the execution of Phase 1. Phase 1 also includes the replacement of building 219's electrical distribution system, including panelboards. Phase 2 - ZHTV100034 (Facility 20052): Work involves the renovation of the north end of the 1st floor, as well as partial 2nd and 3rd floor spaces, in building 52. The 1st floor work involves the reconfiguration of administrative space, involving the construction of restrooms and break room. The 2nd and 3rd floor work involves the reconfiguration of academic spaces. Work also involves the conversion of conventional construction into more physically and acoustically secure spaces. Phase 3 - ZHTV100062 (Facility 30219): Work involves the comprehensive interior renovation of the east wing of building 219's 2nd floor. The interior renovation involves the removal of all non-structural architectural, mechanical, electrical, and fire protection systems of the east wing of building 219's 2nd floor, while maintaining the operation of the 1st floor and its occupants, as well as the 1st floor building entry and path of emergency egress, stair towers and elevator. Phase 3 includes the replacement of the 2nd floor east wing's HVAC, plumbing, electrical, and fire protection systems, while maintaining the operation of the HVAC, plumbing, electrical, and fire protection systems for the rest of building 219. Phase 4 - ZHTV100063 (Facility 30219): Work involves the comprehensive interior renovation of the entire first floor of building 219. The interior renovation involves the removal of all non-structural architectural, mechanical, electrical, and fire protection systems of the 1st floor, while maintaining the full operation of the 1st floor and its occupants, as well as the full operation of the rest of the building, and while maintaining the 1st floor building entry and path of emergency egress, stair towers and elevator. Work involves installation of the HVAC, electrical, plumbing, and fire protection systems that service the 1st floor. The HVAC system will also service the basement. The 1st floor east wing and south wing will be occupied and renovation must be phased with the north wing first, then south wing, and east wing last, allowing 1st floor occupants to move into renovated wings, before progressing onto the next wing. Temporary HVAC will be required for periods of time for the 1st floor during the execution of Phase 4. Total Estimated Completion time for this entire project is 451 Calendar Days, including: Phase 1 - ZHTV100061 (Facility 30219) and Phase 3 - ZHTV100062 (Facility 30219): Both phases start on Day 1 and allow 240 Calendar Days for Construction (Complete Day 240) Then Allow 30 Calendar Days for AFAA to move into Fac 30219 (Complete Day 270) Phase 2 - ZHTV100034 (Facility 20052) and Phase 4 - ZHTV100063 (Facility 30219): Both phases 2 and 4 start on day 271 and allow 180 Calendar Days for Construction (Complete Day 451) Total Contract: 451 Calendar Days The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NOTES: 1. The solicitation with the official specifications and drawings will be available on the World Wide Web 26 JUL 11 at http://www.fbo.gov. The tentative date for receipt of proposals is 25 August 2011. The period of performance is 451 days. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 at the time and place specified in the solicitation for receipt of proposals. There will not be a public bid opening. Sealed envelopes containing bids shall be marked to show the offeror's name and address, the solicitation number, and the date and time bids are due. 6. Contractors shall be capable of securing bonding for the total proposed amount (base plus options). However, contractors shall only be responsible for providing bonding for the base amount plus the amount of any and all options exercised at the time of award. If an option is exercised after award, contractors shall be responsible for securing the additional bonding equal to the amount of the option. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 9. The Government reserves the right to cancel this solicitation either before or after the closing date. This is a WPAFB Construction Contracting (PKOC) program. The current status is Synopsis/ Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
